REPORT: Assistant County Attorney Daron Fitch read the foregoing proposed resolution into the record. Commissioner Seijas questioned the reason for submitting this resolution for retroactive approval, without an explanation. Assistant County Manager Susanne Torriente pointed out that a timing issue was involved. She explained that if the resolution was not approved by the County Commission, the organization would be required to pay for police services. Following further discussion, Commissioner Seijas asked that an explanation be provided before the County Commission indicating specifically how the $4,320 would be used and why this resolution was submitted for retroactive approval. In response to Commissioner Seijas' suggestion that the County Commission needs to establish a written policy for approving in-kind services, Chairperson Martinez explained that an appropriate resolution was currently being developed that would require 90 days advance application for in-kind services. He noted this resolution would be presented for approval by the County Commission under Commissioner Heyman's sponsorship. Upon concluding, the committee by a unanimous vote, forwarded this proposed resolution to the Board of County Commissioners without a recommendations.

TITLE
RESOLUTION AUTHORIZING RETROACTIVE PROVISION OF IN-KIND POLICE SERVICES TO THE 12TH ANNUAL FESTIVAL OF VENEZUELAN INDEPENDENCE IN THE AMOUNT OF $4,320

BODY

WHEREAS, on July 6, 2003, the Twelfth Annual Festival for Venezuelan Independence took place in honor of Venezuela's international star Jose Luis Rodriguez, familiarly known as "El Puma"; and
WHEREAS, the event honored El Puma's 25 successful years as an artist, his contributions to the South Florida community, his contributions to Latin American culture in the United States, and his undeniable service to the community; and
WHEREAS, El Puma was presented with a key to Miami-Dade County at the event; and
WHEREAS, the event was produced by the local Venezuelan community and was open to all who wished to attend; and
WHEREAS, the Twelfth Annual Festival for Venezuelan Independence is a significant community-wide event that took place in Miami West Park, a park located in the Doral area; and
WHEREAS, the event organizers have requested this Board waive the fees for the provision of police services in the amount of $4,320,
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF MIAMI-DADE COUNTY, FLORIDA, that this Board retroactively grants the waiver of fees for the police services to the Twelfth Annual Festival for Venezuelan Independence in the amount of $4,320.
