REPORT: Commissioner Diaz expressed concern regarding the major hurricane approaching South Florida, and requested the Board’s support for the foregoing proposed resolution urging the United States Army Corps of Engineers (USACE) and the South Florida Water Management District (SFWMD) to implement the provisions in the Interim Operating Plan (IOP) that dictated a pre-storm draw down to ensure that flood protection was maintained to the maximum extent possible.

TITLE
RESOLUTION URGING THE UNITED STATES ARMY CORPS OF ENGINEERS (USACE) AND THE SOUTH FLORIDA WATER MANAGEMENT DISTRICT (SFWMD) TO OPERATE THE WATER MANAGEMENT SYSTEM AT THE LOWEST FEASIBLE LEVELS IN ORDER TO MAXIMIZE FLOOD PROTECTION DURING THE WET SEASON

BODY
WHEREAS, the USACE is presently operating the South Dade Conveyance System under an operational schedule titled Interim Operating Plan (IOP) column one (1), that results in slightly higher canal stages than last month; and
WHEREAS, during the past two wet seasons (2002 & 2003) the SFWMD and USACE worked to achieve low range stages for the C-4 canal at S-25B; and
WHEREAS, the IOP has provisions that allow for a "Pre-Storm Draw Down" and operational flexibility in times of need; and
WHEREAS, we are in the heart of Hurricane Season and we have already experienced heavy rainfall this summer; and
WHEREAS, Hurricane Isabel, a major category 4 Hurricane, is currently in the Atlantic Ocean heading towards South Florida; and
WHEREAS, high antecedent groundwater levels in place during Hurricane Irene in 1999 and the No Name Storm in 2000 were found to have exacerbated flooding in Miami-Dade County,

NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF MIAMI-DADE COUNTY, FLORIDA, that this Board urges the USACE and the SFWMD to implement the provisions in the IOP that dictates a pre-storm draw down to ensure that flood protection is maintained to the maximum extent possible.
