TITLE
RESOLUTION AUTHORIZING ALLOCATION OF QNIP MONIES FOR CERTAIN PROJECTS WITHIN THE CITY OF DORAL AND AUTHORIZING THE COUNTY MANAGER TO NEGOTIATE AND EXECUTE ALL NECESSARY CONTRACT DOCUMENTS WITH THE CITY OF DORAL

BODY
WHEREAS, the unincorporated portion of District 12 which comprises the newly incorporated City of Doral, Florida (the “City”) was given commitments prior to incorporation as to projects to be funded in whole or in part in such portion of District 12 from the proceeds of the County’s Public Service Tax Revenue Bonds (UMSA Public Improvements), Series 1999 and Public Service Tax Revenue Bonds (UMSA Public Improvements), Series 2002 (“the County Bonds”); and
WHEREAS, the City as a condition of incorporation has agreed to continue paying its share of the debt service on the County Bonds issued prior to its incorporation; and
WHEREAS, this Board believes that since such projects were approved prior to incorporation of the City and the City will continue to pay its share of the debt service on the County Bonds issued to finance the projects funded by the County Bonds, the City should receive the funding so approved,
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF MIAMI-DADE COUNTY, FLORIDA,
Section 1. Certain QNIP monies derived from County Bonds proceeds shall be used to construct the Doral Meadow Park.
Section 2. Currently, the total QNIP bond proceeds available for the Doral Meadow Park project equals $1,135,012 consisting of two QNIP bond sales; QNIP 1 Series 1999 has $735,012 still available for use and has no matching requirement. QNIP II Series has $332,000 available for the project and a matching amount of 17% which equals $68,000. The City has agreed to fund the matching amount as indicated in Attachment A.
Section 3. The City has agreed to other provisions that are detailed in Attachment A such as, County Staff will manage construction (detailing potential cost overruns or cost savings), and the City will still be responsible for its share of the debt service for both bond sales.
Section 4. This resolution shall not be deemed to cause other municipalities within the County to receive “Favored Nation” treatment with respect to the matters contained herein.
