REPORT: Commissioner Martinez noted concern that an amendment was discussed at the GOE meeting but not attached to this foregoing resolution. Assistant County Attorney Craig Coller stated the foregoing resolution was amended to delete the following language “with a fee”. Commissioner Sosa asked that the yearly free bulk waste pickup not be removed. Commissioner Heyman clarified the intent of the foregoing proposed resolution in which she was not intending to change the existing procedures. Hearing no further discussion, the Board proceeded to vote on the foregoing proposed resolution as moved by Commissioner Heyman.

REPORT: Commissioner Heyman provided an overview of the foregoing proposed resolution. Discussion ensued among the Committee members and staff regarding the proposed resolution. Commissioner Heyman as sponsor of the resolution, accepted Commissioner Sosa’s amendment to delete the words “for a fee” from the “Therefore” clause of the resolution. Assistant County Manager Hernandez noted staff would consider the alternatives and provide the Committee with the fiscal impact of the resolution.

TITLE
RESOLUTION DIRECTING THE COUNTY MANAGER TO CONSIDER AND MAKE RECOMMENDATIONS FOR THE PROVISION OF SCHEDULED ZONE BULKY WASTE PICKUP SERVICES FOR SOLID WASTE SERVICE AREA RESIDENTS

BODY
WHEREAS, Miami-Dade County, through its Department of Solid Waste Management, provides residential bulky waste collection services to unincorporated Miami-Dade County residents and residents of municipalities within the County's solid waste service area; and
WHEREAS, currently each resident may request a bulky waste pickup by scheduling the collection of up to 50 cubic yards of waste, once per fiscal year; and
WHEREAS, bulky waste collection service improvements and operational efficiencies may be realized by implementation of scheduled zone pickups during a fiscal year in lieu of the existing "resident request"; and
WHEREAS, if such scheduled zone bulky waste pickup is deemed feasible by the County Manager, such review shall culminate with a report that provides for proposed implementation of a scheduled zone bulky waste pickup program,
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF MIAMI-DADE COUNTY, FLORIDA, that this Board hereby directs the County Manager to determine the feasibility of implementing scheduled zone bulky waste pickups to include multiple pickups by zone as well as an optional provision for excess volume pickup and report the findings and a plan for implementation, if deemed feasible, within sixty (60) days.
