TITLE
RESOLUTION EXPRESSING OPPOSITION TO STATE LEGISLATION THAT WOULD SIGNIFICANTLY REDUCE STATE, REGIONAL AND LOCAL AUTHORITY RELATED TO DEVELOPMENTS OF REGIONAL IMPACT (DRIs)

BODY
WHEREAS, the development of regional impact (DRI) process is the means by which large development projects are reviewed and approved in the State of Florida; and
WHEREAS, bills have been filed in the Florida Legislature that would substantially reduce state, regional and local authority to approve or deny large-scale developments through the DRI process; and
WHEREAS, Senate Bill 1174 by Senator Mike Bennett and House Bill 1205 by Representative Mike Davis would (i) significantly reduce the number of DRI reviews, (ii) limit the kinds of issues that can be raised during the DRI process, (iii) increase threshold determinations for DRI review, and (iv) exempt marinas from recently developed master planning requirements; and
WHEREAS, various entities representing local governments and environmental groups have voiced substantial concerns about SB 1174 and HB 1205, including 1000 Friends of Florida, the Florida Association of Counties, and the Florida League of Cities; and

WHEREAS, SB 1174 and HB 1205 are potentially harmful to comprehensive growth management in the State of Florida and adversely impact county governance in this area,
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF MIAMI-DADE COUNTY, FLORIDA that:
Section 1. This Board expresses its opposition to state legislation that would significantly reduce state, regional and local authority related to developments of regional impact (DRIs), including SB 1174 and HB 1205.
Section 2. The Clerk of the Board is directed to transmit a certified copy of this resolution to the Governor, the President of the Senate, the Speaker of the House, and the Chair and members of the Miami-Dade County Legislative Delegation.
Section 3. The Intergovernmental Affairs Department is directed to include this issue in the state legislative package.
