TITLE
RESOLUTION DIRECTING COUNTY MANAGER TO SUBMIT TO THE BOARD MONTHLY CONSTRUCTION CHANGE ORDER REPORT

BODY
WHEREAS the Board of County Commissioners is charged with the responsibility of approving change orders construction contracts; and
WHEREAS many of those change orders result from orders given in the field to address unforeseen conditions or to remedy errors or omissions in design documents when any applicable contingency account has been exceeded; and
WHEREAS the Board often considers these change orders at a time when the work has already been fully done, all costs incurred and the contract time expired; and
WHEREAS these change orders, to the extent that they relate to decisions already made and moneys already spent, do not allow the Board an opportunity for meaningful review and evaluation; and
WHEREAS the Board does not wish to delay construction but wishes to be informed of situations which are likely to involve change orders at a time in which those situations can be addressed more meaningfully;
NOW THEREFORE BE IT RESOLVED that the County Manager is hereby directed to present to this Board for review and approval, commencing 60 days from the date of this resolution, on a monthly basis, a construction contract change order report to contain for any construction project which exceeds 1 million dollars in cost an itemization of all changes directed, approved or negotiated as soon as reasonably known which in the aggregate are reasonably estimated to exceed 5 percent of the contract price, a description of the reason for the change, the approximate amount of the projected change order, and an estimate of when the change order will be scheduled for approval by the Board of County Commissioners.
