REPORT: Commissioner Diaz amended the foregoing proposed resolution to provide $75,000 in funding for the July 10, 2004, “Salute to our Florida Heroes” event from the appropriate funding source and to provide approximately $10,000 for in-kind services. Commissioner Seijas asked that the $10,000 for in-kind services be funded from District 13’s in-kind reserve fund. Commissioner Seijas asked that an invitation be extended to her community to attend the event. Following a discussion on the appropriate funding source, Chairperson Carey-Shuler directed the County Manager to utilize the countywide in-kind reserve fund as the funding source if the remaining account balance was sufficient to allocate the $75,000. Commissioner Diaz extended an invitation to everyone to attend the event. It was moved by Commissioner Diaz that the foregoing resolution be adopted as amended to provide $75,000 in funding and approximately $10,000 for in-kind services. This motion was seconded by Commissioner Seijas; and upon being put to a vote, passed by a unanimous vote of 12-0. (Commissioner Sosa was absent)

TITLE
RESOLUTION DIRECTING THE COUNTY MANAGER TO PROVIDE FUNDS IN AN AMOUNT NOT TO EXCEED $75,000 FROM THE COUNTYWIDE IN-KIND RESERVE FUND PLUS IN-KIND SERVICES IN AN AMOUNT NOT TO EXCEED $10,500 FROM THE DISTRICT 13 IN-KIND RESERVE FUND FOR THE JULY 10, 2004 SALUTE TO OUR FLORIDA HEROES CELEBRATION AT BAYFRONT PARK

BODY
WHEREAS, Miami-Dade County and the City of Miami have joined in a collaborative effort to honor the local men and women of our Armed Forces, who have served and will continue to serve our country abroad; and
WHEREAS, recently, the Florida National Guard was called into active duty for the first time since the Vietnam War; and
WHEREAS, many of the reserve units recently called into active duty are comprised of hard-working Miami-Dade County residents; and
WHEREAS, this Board recognizes the great sacrifices made by these soldiers to uphold treasured freedoms and liberties; and
WHEREAS, Miami-Dade County and the City of Miami have scheduled the “Salute to Our Florida Heroes” celebration on July 10, 2004 at Bayfront Park and have created a joint Planning Committee to ensure the event’s success; and
WHEREAS, the “Salute to Our Florida Heroes” event will be a family-oriented event, with top entertainment hosting thousands of military personnel and their families; and
WHEREAS, four other cities in Florida, including Tampa, Panama City, Orlando and Jacksonville will be hosting “Salute to Our Florida Heroes” celebrations throughout the summer months; and
WHEREAS, the Governor of the State of Florida and other national leaders are expected to attend the various celebrations throughout the state honoring our local men and women of the Armed Forces; and
WHEREAS, the City of Miami has committed $75,000 in support of this event and has delegated responsibility for the event logistics to the Bayfront Park Management Trust; and
WHEREAS, the joint Planning Committee for the event will endeavor to secure sponsorships and other support for the event to offset the total projected budget, which is attached hereto; and
WHEREAS, this Board desires to provide support for the July 10, 2004 “Salute to Our Florida Heroes” celebration at Bayfront Park,
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF MIAMI-DADE COUNTY, FLORIDA, that the Board authorizes the County Manager to provide $75,000 in funding for the July 10, 2004 “Salute to Our Florida Heroes” event from the Countywide in-kind reserve fund and additionally authorizes the County Manager to provide in-kind services in an amount not to exceed $10,500 from the District 13 in-kind reserve fund.
