TITLE
RESOLUTION ESTABLISHING COUNTY POLICY REGARDING THE PROVISION OF INDEPENDENT BUDGET ANALYSES FOR PROPOSED MUNICIPALITIES, DIRECTING THE MANAGER TO RETAIN SERVICES OF A CONSULTANT OR ORGANIZATION TO PERFORM SUCH SERVICES, AND REQUIRING NEW MUNICIPALITY TO REIMBURSE COUNTY FOR THE COST OF SUCH SERVICES

BODY
WHEREAS, there is a need for residents of proposed new cities to understand the potential financial impact of the proposed incorporation of the area in which they reside,
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF MIAMI-DADE COUNTY, FLORIDA:
Section 1. The County shall provide to the Municipal Advisory Committee a pro forma budget for each proposed municipality, which shall project revenues and expenditures based on receipt of existing services and also shall project revenues and expenditures and impact on services for the proposed new municipality based on additional or modified service levels.
Section 2. The County Manager is directed to retain an independent third party with expertise in government operations and financing to act as a consultant to perform the budgeting and services impact analyses contemplated by this resolution.
Section 3. This pro forma budget analysis shall be an attachment to the report of the Municipal Advisory Committee which is orally presented and distributed to any reviewing board and the Board of County Commissioners. Additionally, this pro forma budget analysis shall be distributed to the public at all public hearings of the municipal advisory committee.

Section 4. If the proposed city is incorporated, the new city shall be required to include in its charter as a condition of incorporation that it agrees to reimburse the County for the costs associated with the pro forma budget analysis performed pursuant to this resolution and any contracts entered into pursuant to this Resolution.
