TITLE
RESOLUTION DIRECTING THE COUNTY MANAGER TO CONDUCT A FEASIBILITY STUDY, INCLUDING RECOMMENDATIONS TO THE BOARD OF COUNTY COMMISSIONERS, AS PART OF THE FISCAL YEAR 2005-2006 PROPOSED OPERATING BUDGET, WHICH WILL SIGNIFICANTLY IMPROVE THE CURBSIDE COLLECTION OF BULKY TRASH WITHIN THE DEPARTMENT OF SOLID WASTE MANAGEMENTíS WASTE COLLECTION SERVICE AREA

BODY
WHEREAS, MiamiDade County provides curbside trash collection through its Department of Solid Waste Management by providing free scheduled pickups twice per year for each household; and
WHEREAS, there is a growing demand for curbside trash collection and this increased demand exceeds the Departmentís capabilities under the existing system of twiceayear scheduled bulky waste pickups; and
WHEREAS, the Trash and Recycling Center (TRC) system is an important service component of the trash collection system; and
WHEREAS, the tonnage received into the TRC system has declined significantly and is expected to further decline as a result of decreased use by commercial landscapers and tougher enforcement against unauthorized users; and
WHEREAS, there may be significant operational savings by shifting to a more regionalized system with fewer TRC facilities; and
WHEREAS, the residents of MiamiDade County may be better served by a predesignated level of frequent, zoned, curbside bulky trash collections,

NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF MIAMI-DADE COUNTY, FLORIDA, that the County Manager is directed to conduct a feasibility study, including recommendations to the Board of County Commissioners, as part of the upcoming fiscal year 2005-2006 proposed operating budget, to significantly improve the curbside collection of bulky trash in the Department of Solid Waste Managementís waste collection service area. The Manager is directed to include within the study the feasibility of implementing a level of curbside bulky trash collection which is consistent with or better than that provided by the incorporated municipalities, including possible biweekly zoned trash collection. The study shall include timing of implementation and cost of implementation. The County Manager is directed to provide this feasibility study within thirty (30) days.
