Chairwoman Carey-Shuler and Commissioner Heyman requested that they be listed as co-sponsors of the foregoing proposed resolution.
Commissioner Heyman requested the foregoing proposed resolution be amended to state that after a pool was created to observe a procurement selection process, the pool would make recommendations to the selection committee.
Commissioner Sosa accepted the foregoing amendment.
Chairwoman Carey-Shuler suggested that business people and retired judges be appointed to procurement selection committees.
RESOLUTION DIRECTING THE COUNTY MANAGER TO EXPLORE THE CREATION OF A POOL OF RETIRED JUDGES, RETIRED BUSINESS PERSONS AND LAY PERSONS TO OBSERVE SELECTION COMMITTEE PROCEEDINGS TO ENHANCE TRANSPARENCY AND CONFIDENCE RELATED TO THE PROCUREMENT PROCESS
WHEREAS, this Board desires to communicate its confidence in its procurement processes and to enhance the transparency of these processes; and
WHEREAS, Miami-Dade County uses selection committees in its competitive procurement processes for evaluation of offers, proposals or quotes submitted by individuals and firms seeking contract award,
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF MIAMI-DADE COUNTY, FLORIDA, that this Board directs the County Manager to explore the establishment of a pool of retired judges, retired business persons and lay persons to volunteer: (1) to observe proceedings of Miami-Dade County selection committees; and (2) to periodically make recommendations regarding selection committees and their role in the procurement process.
