REPORT: Commissioner Seijas asked that the County Manager study the feasibility and cost effectiveness of contracting with the Switchboard of Miami to perform this service.

REPORT: Assistant County Attorney Daron Fitch read the foregoing proposed resolution into the record. Commissioner Diaz provided an overview regarding the intent of the foregoing proposed resolution. Chairwoman Sosa offered a friendly amendment to this proposed resolution to coordinate with other entities serving the disabled and homebound. Commissioner Seijas requested that instead of Commissioner Sosa’s proposed amendment, the program implemented by the Switchboard of Miami be analyzed by staff as a possible model. Chairwoman Sosa noted she had some reservations regarding the computerized telephone system because she felt that a person should be available to respond to calls from senior and/or disabled/homebound citizens. Commissioner Barreiro asked the County Manager to consider coordination between the proposed computerized telephone system and the Miami-Dade Fire and Rescue Department’s Elder Link Project. Commissioner Diaz asked that the study on the feasibility of the computerized telephone system include a program of the United States Postal Service that served the homebound. Commissioner Diaz requested that the County Manager submit a report in sixty (60) days on the feasibility of a computerized telephone system to check on senior citizens and disabled/homebound individuals.

TITLE
RESOLUTION DIRECTING THE COUNTY MANAGER TO STUDY THE FEASIBILITY OF ESTABLISHING A COMPUTERIZED TELEPHONE SYSTEM TO CHECK ON THE WELL-BEING OF SENIOR CITIZENS AND DISABLED/HOMEBOUND INDIVIDUALS

BODY
WHEREAS, many citizens in Miami-Dade County live alone and may not have a family member living locally; and
WHEREAS, throughout Miami-Dade County many disabled citizens are homebound and may not have a family member living locally; and
WHEREAS, these seniors citizens and disabled/homebound citizens could benefit from being checked on a regular basis; and
WHEREAS, in over one hundred eighty-three (183) towns and cities throughout the United States and Canada, computerized telephone systems capable of making one hundred and twenty (120) calls per hour are in place to check on the well-being of these senior citizens and disabled/homebound individuals,
NOW, THEREFORE BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF MIAMI-DADE COUNTY that:
Section 1. The County Manager is hereby directed to study the feasibility and financial costs associated with the establishment in Miami-Dade County of a computerized telephone system capable of checking on the well-being of senior citizens and disabled/homebound individuals.
Section 2. The County Manager shall report to the Commission the details of this study within sixty (60) days of final approval of this Resolution.
