TITLE
RESOLUTION URGING U.S. CONGRESS TO FULLY FUND THE HOMELAND SECURITY DEPARTMENT AND U.S. CUSTOMS AND BORDER PROTECTION TO ENSURE THAT MIAMI INTERNATIONAL AIRPORT IS FULLY STAFFED TO QUICKLY AND EFFECTIVELY PROCESS INTERNATIONAL PASSENGERS

BODY
WHEREAS, Miami International Airport (“MIA”) is Miami-Dade County’s major economic engine that directly or indirectly provides more than 37,000 jobs and $18 billion into the community; and
WHEREAS, MIA is undergoing a $5.2 billion Capital Improvement Program that includes the construction, renovation and expansion of the Terminal; and
WHEREAS, in 2004, more than 7 million international passengers were processed at MIA; and
WHEREAS, U.S. Customs and Border Protection is the agency of the Department of Homeland Security that staffs the Federal Inspection Service Facilities and is responsible for processing international passengers; and
WHEREAS, according to the Department of Homeland Security, MIA is among the busiest airports in the United States for international passengers; and
WHEREAS, the U.S. Government Accountability Office (“GAO”) issued a report stating that the average wait time to process a planeload of international passengers at MIA is more than 45 minutes; and
WHEREAS, the GAO report further stated that 20% of flights at MIA exceed 60 minutes to process; and
WHEREAS, the long wait times being experienced by MIA’s international passengers place MIA at a competitive disadvantage to other international gateway airports; and
WHEREAS, the Department of Homeland Security and U.S. Customs and Border Protection can reduce wait times by fully staffing the passport control booths,
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF MIAMI-DADE COUNTY FLORIDA, that:
Section 1. This Board urges the United States Congress to fully fund the Department of Homeland Security and U.S. Customs and Border Protection to ensure that Miami International Airport is fully staffed to quickly and effectively process international passengers.
Section 2. This Board directs the County’s federal lobbyists to lobby Congress for additional funding for the Department of Homeland Security and U.S. Customs and Border Protection to increase the number of CBP officers at MIA and directs the Office of Intergovernmental Affairs to include this item in the federal legislative package.
Section 3. This Board further directs the Clerk of the Board to forward copies of this Resolution to each member of the Miami-Dade Congressional Delegation.
