REPORT: Assistant County Manager Tony Crapp, Sr. read the foregoing proposed resolution into the record. Commissioner Jordan requested that she be listed as a co-sponsor on this resolution. Following Commissioner Barreiro’s comments regarding how different the Mom and Pop businesses operated in each Commission District, Assistant County Manager Crapp stated that he would work with the Communications Department to make sure that the benefits of the Mom and Pop Small Business Grant Program were highlighted. Chairman Rolle requested that Commissioner Jordan and he be listed as co-sponsors on this resolution. Hearing no further questions or comments, the Committee proceeded to vote on the foregoing proposed resolution as presented.

TITLE
RESOLUTION DIRECTING THE COUNTY MANAGER TO DEVELOP A PROGRAM TO BE BROADCAST ON MIAMI-DADE TELEVISION HIGHLIGHTING THE FEATURES AND BENEFITS OF THE MOM AND POP SMALL BUSINESS GRANT PROGRAM

BODY
WHEREAS, this Board has created the Mom and Pop Small Business Grant program to provide financial and technical assistance to small neighborhood businesses in Miami-Dade County, thereby stimulating economic growth by making available to small neighborhood businesses grants up to $10,000 for the purchase of inventory, supplies, equipment, marketing, advertising, security and commercial liability insurance; and
WHEREAS, the Miami-Dade County Office of Community and Economic Development (“OCED”) is a County agency whose responsibilities include furthering the goal of stimulating the economy of Miami-Dade County through promotion and administration of County programs and initiatives such as the Mom and Pop Small Business Grant program; and
WHEREAS, the Neighbors and Neighbors Association (“NANA”), a non-profit organization created by Lee Roy Jones to provide technical assistance to small neighborhood businesses in Miami-Dade County, assists OCED in administering the Mom and Pop Small Business Grant program; and
WHEREAS, greater public awareness of the Mom & Pop Small Business Program will foster increased participation and further this Board’s objective of enhancing the opportunities for small neighborhood businesses to thrive and stimulate the economic engine of Miami-Dade County; and

WHEREAS, the Miami-Dade County Communications Department, through the Miami-Dade Television (“MDTV”) station, can offer an opportunity to publicize the existence of the Mom and Pop Small Business Grant program and highlight the kinds of assistance available through the program, the benefits available to small neighborhood businesses, and real-world illustrations of the ways in which the program has already benefited small neighborhood businesses,
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF MIAMI-DADE COUNTY, FLORIDA, that the Board of County Commissioners directs the County Manager to instruct the director of the Miami-Dade County Communications Department to develop a program to be broadcast on MDTV highlighting the Mom and Pop Small Business Grant program. The MDTV feature should describe the creation of the Mom and Pop Small Business Grant program, the types of assistance available through the program, the requirements for program participation, and provide examples of the different ways in which small neighborhood businesses might benefit from participating in the program. The feature developed for MDTV should describe the roles of OCED and NANA and its creator, Lee Roy Jones, in the operation of the Mom and Pop Small Business Grant program. The MDTV feature should also include examples of actual businesses that have participated in and benefited from the Mom and Pop Small Business Grant Program.
