REPORT: Commissioner Moss explained the intent of the foregoing proposed resolution and suggested that the proposed study be done in conjunction with the ongoing MPO study. Commissioner Sorenson spoke in support of the foregoing proposed resolution and asked to be added as a co-sponsor. Commissioners Heyman and Sosa also requested to be added as co-sponsors. Commissioner Moss also suggested that the proposed waterborne transit routes could be implemented as a pilot project in locations where the resources already existed and no major investment would be required. Chairman Gimenez recommended that the foregoing resolution be amended to have the County Manager explore the feasibility of introducing one-stop waterborne transit routes as opposed to non-stop routes. The foregoing proposed resolution was forwarded to the Board of County Commissioners with a favorable recommendation and the committee amendment that the County Manager explore the feasibility and advisability of introducing one-stop waterborne transit routes.

TITLE
RESOLUTION DIRECTING COUNTY MANAGER TO EXPLORE THE FEASIBILITY AND ADVISABILITY OF INTRODUCING VARIOUS WATERBORNE TRANSIT ROUTES IN MIAMI-DADE COUNTY

BODY
WHEREAS, Miami-Dade County has a vast array of navigable waterways and canals which may provide alternative transportation routes for Miami-Dade County's mass transit system; and
WHEREAS, technological advances have led to the manufacture of water vessels which can quickly, safely and efficiently transport large numbers of people from one location to another; and
WHEREAS, the introduction of a one-stop water-based transportation route from South Dade to downtown Miami and from Northeast Dade to downtown Miami may provide an alternative mode of mass transportation which could ease congestion on Miami-Dade County's roads; and
WHEREAS, the Commission believes that a study evaluating the feasibility and advisability of a water transportation route from South Dade to downtown Miami and from Northeast Dade to downtown Miami is in the best interest of the citizens of Miami-Dade County,
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF MIAMI-DADE COUNTY, FLORIDA, that the County Manager is directed to explore the feasibility and advisability of introducing a one-stop waterborne transit route from South Dade to downtown Miami and from Northeast Dade to downtown Miami. The County Manager shall work with the Metropolitan Planning Organization, and submit a report to the Regional Transportation Committee within one hundred and twenty (120) days after the adoption of this resolution.
