REPORT: Assistant County Attorney Monica Maldonado read the foregoing proposed resolution into the record. Miami-Dade County School Board Chairman Agustin Barrera appeared before the Committee in support of the foregoing proposed resolution. He noted that the School Board would consider at its meeting today (2/15) an item related to the foregoing proposed resolution. Dr. Rudolph F. "Rudy" Crew, Superintendent of Miami-Dade County Public Schools, appeared before the Committee in support of the foregoing proposed resolution. Commissioner Gimenez asked the County Manager to present an action plan to implement this resolution within 60 to 90 days. Hearing no other questions or comments, the Committee voted on this proposed resolution.

TITLE
RESOLUTION DIRECTING THE COUNTY MANAGER TO CREATE A JOINT TASK FORCE COMPOSED OF MEMBERS FROM MIAMI-DADE COUNTY AND THE MIAMI-DADE COUNTY PUBLIC SCHOOLS TO EXPLORE OPPORTUNITIES FOR COOPERATION AND COLLABORATION

BODY
WHEREAS, the Chairs of the Board of County Commissioners, the School Board and various municipalities in Miami-Dade County have spearheaded the United Leadership for Accountability in Government which was created to improve communication between local governments and the communities they serve; and
WHEREAS, the Miami-Dade County Public Schools and the City of Miami have recently initiated an Education Compact to create first-rate educational programs and services throughout the City; and
WHEREAS, the Commission believes that many opportunities exist for cooperation and collaboration between the County and the Miami-Dade County Public Schools (hereinafter "Public Schools") in areas such as procurement, transportation, training and professional development, education and the development and use of public facilities; and
WHEREAS, increased cooperation and collaboration between Miami-Dade County and the Public Schools may promote innovation, efficiencies and economies of scale which reduce costs; and
WHEREAS, the Commission finds that it is in the best interest of the citizens of the County to create a joint task force to explore opportunities for cooperation and collaboration between the County and the Miami-Dade County Public Schools; and
WHEREAS, the Commission further finds that the creation of such a joint task force would complement the efforts of the United Leadership for Accountability in Government and the initiative between the City of Miami and the Public Schools to codify an Education Compact,
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF MIAMI-DADE COUNTY, FLORIDA, that:
Section 1. Creation and Membership. The County Manager is directed to create a joint task force composed of representatives from Miami-Dade County and the Miami-Dade County Public Schools (hereinafter "Joint Task Force"). The County Manager and the Superintendent of the Miami-Dade County Public Schools shall appoint the members of the Joint Task Force which shall include, at a minimum, an Assistant County Manager and an Assistant or Associate Superintendent from the Public Schools.
Section 2. Responsibilities. The Joint Task Force shall be charged with the responsibility of exploring opportunities for cooperation and collaboration between the County and the Public Schools including, but not limited to: (1) training and development in areas such as law enforcement, transportation, custodial services, landscaping and the enhancement and maintenance of parks; (2) the procurement of goods and services; and (3) the construction and use of educational and other facilities, such as schools, libraries and parks. The Joint Task Force shall also prepare a draft compact between the County and the Public Schools regarding future cooperation and collaboration (hereinafter "Compact").
Section 3. Staff Support. The County Manager and County Attorney shall provide appropriate staff support to the Joint Task Force.
Section 4. Report. The Joint Task Force shall prepare and submit a report to the County Commission and School Board within sixty (60) days after the adoption of this resolution. The report shall, among other things, (1) outline opportunities for cooperation and collaboration between the County and the Public Schools, and (2) propose a plan of action regarding future cooperation and collaboration including, but not limited to, a draft Compact between the County and the Public Schools.
