REPORT: Assistant County Attorney Monica Maldonado read the foregoing proposed resolution into the record. Chairwoman Heyman asked the County Manager to be prepared to provide the Board with figures and to respond to their questions and/or concerns during the County Commission’s consideration of this resolution. Commissioner Gimenez asked to be listed as a co-sponsor of the foregoing proposed resolution. Commissioner Gimenez asked the County Manager to identify an amount not to exceed $1 million to fund the proposed medical school at Florida International University. Commissioner Heyman noted that this was included. Hearing no other discussion, the Committee voted on this proposed resolution.

TITLE
RESOLUTION URGING GOVERNOR JEB BUSH AND THE FLORIDA BOARD OF GOVERNORS TO APPROVE THE PLACEMENT OF A MEDICAL SCHOOL AT FLORIDA INTERNATIONAL UNIVERSITY

BODY
WHEREAS, Miami is the second largest metropolitan area in the U.S. without a public medical school; and
WHEREAS, Florida must license more than 2,500 new physicians annually to meet the current medical needs of Floridians, yet Florida medical schools currently graduate only 500 physicians a year, importing the remaining needed physicians from other states and countries; and
WHEREAS, Florida ranks 45th in the nation in the number of physicians-in-training, with only 17 medical residents per 100,000 people compared to the national average of 37 medical residents per 100,000 people; and
WHEREAS, there is a growing national shortage of physicians that is predicted to surpass 200,000 by the year 2025; and
WHEREAS, increasing demand for physicians nationally will make it harder for Florida to draw physicians from elsewhere; and
WHEREAS, Florida has the nation's oldest physician workforce, with two-thirds of the state's 44,000 doctors 55 years of age or older; and
WHEREAS, when many of Florida's older physicians soon retire, Florida's physician shortage will be further compounded; and
WHEREAS, Florida's population is expected to increase by five million residents by the year 2020, further exacerbating physician shortages in Florida in the coming decades; and
WHEREAS, Miami-Dade County has one of the highest concentrations of elders in the country, a demographic group that uses up to 3.5 times more medical services on average than younger people; and
WHEREAS, Florida International University's plan for a new medical school does not call for the construction of a new teaching hospital, but instead will have an immediate and cost-effective impact on the quality and availability of health care by training residents at hospitals in Miami-Dade County; and
WHEREAS, Florida International University already has all the other programs in place within its comprehensive health and medical education initiative to best serve South Florida's growing health care and education and research needs; and
WHEREAS, a medical school at Florida International University is critical to its mission of supporting community needs for health care, economic development, research, and emerging biotechnology capability in South Florida; and
WHEREAS, a public medical school at Florida International University would draw a large pool of applicants from multicultural Miami-Dade County and in turn would provide a diversity of homegrown doctors who understand the issues of our community; and
WHEREAS, studies show that for every dollar spend on medical schools an additional $1.30 is generated for a total economic impact of $2.30; and
WHEREAS, the economic impact of a medical school at Florida International University is projected to be $784 million yearly and to generate 11,000 additional jobs and $22 million in state and local tax revenue; and
WHEREAS, a public medical school at Florida International University would elevate the quality of medical care in Miami-Dade County and the State of Florida and help address unfilled medical needs, particularly among poor residents who are currently underserved,
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF MIAMI-DADE COUNTY, FLORIDA, that this Board:
Section 1. Urges Governor Jeb Bush and the Florida Board of Governors of the State University System to consider all the factors noted above and approve the placement of a medical school at Florida International University.
Section 2. Directs the Clerk of the Board to transmit a certified copy of this resolution to Governor Jeb Bush, the chair and members of the Miami-Dade County State Legislative Delegation and the chair and members of the Florida Board of Governors of the State University System.
