REPORT: Chief Don Toc, Public Works Department Special Taxing District (STD) Division, responded to Chairman Martinez’s question as to the rationale behind the proposal to protect the anonymity of residents. He noted a homeowner in a certain community had spoken with a neighbor regarding an issue. The homeowner completed and signed a survey regarding the issue, he noted. The impetus for this proposal, Mr. Toc noted, was the neighbor saw the homeowner’s signature on the survey and told others the survey did not reflect what the homeowner said. The Committee proceeded to vote on the foregoing proposed resolution.

TITLE
RESOLUTION DIRECTING THE COUNTY MANAGER TO STUDY THE PROCESS USED BY THE PUBLIC WORKS DEPARTMENT TO DETERMINE THE OPINIONS OF RESIDENTS WHO WOULD BE AFFECTED BY PROPOSED AMENDMENTS TO SPECIAL TAXING DISTRICT ORDINANCES

BODY
WHEREAS, the County Commission occasionally amends ordinances creating Special Taxing Districts; and
WHEREAS, the County Commission believes that it is important to know the opinions of residents who would be affected by potential changes to Special Taxing District Ordinances prior to making any amendments; and
WHEREAS, the Commission also finds that the process whereby residents express their opinions regarding potential amendments to Special Taxing Districts should, to the extent possible, ensure the anonymity of residents so as to encourage more participation,
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF MIAMI-DADE COUNTY, FLORIDA, that the County Manager is directed to study the process currently utilized by the Public Works Department to determine the opinions of residents who would be affected by proposed amendments to Special Taxing District Ordinances. The County Manager shall forward to the Commission within 180 days of the adoption of this resolution a report addressing, among other issues: (1) the extent to which the current process accurately reflects the opinions of residents regarding proposed amendments to Special Taxing District Ordinances; and (2) whether the current process can be modified to protect the anonymity of residents participating in the process.
