TITLE
RESOLUTION URGING THE U. S. CONGRESS TO ENACT THE BIPARTISAN ''PERMANENT PROTECTION FOR FLORIDA ACT'' CO-SPONSORED BY SENATORS MEL MARTINEZ AND BILL NELSON TO PROTECT FLORIDA'S COAST FROM OFFSHORE OIL AND GAS DRILLING

BODY
WHEREAS, Florida's Congressional Delegation has steadfastly opposed efforts to allow oil and gas drilling in the eastern Gulf of Mexico, fearing it could pollute beaches vital to Florida's environment and tourism-related economy; and
WHEREAS, Florida's Congressional Delegation was successful last year at defeating legislation that would have allowed oil and gas drilling closer to Florida's shores; and
WHEREAS, efforts have increased to open the waters off Florida's coast to oil and gas drilling after Hurricanes Katrina and Rita temporarily disrupted production and shut down refineries, resulting in substantial increases in gas prices; and
WHEREAS, the U.S. Department of the Interior last month drew new Gulf drilling boundary lines that could give the drilling-friendly states of Alabama and Louisiana authority over waters Florida has long claimed; and
WHEREAS, Florida's coastline is now protected from oil and gas drilling by a patchwork of bans and moratoria, but these moratoria begin to expire in 2007 through 2012; and
WHEREAS, a bipartisan bill has been introduced by Florida's Senators, Senator Mel Martinez and Senator Bill Nelson, to address permanently oil and gas drilling off Florida's coast entitled the "Permanent Protection for Florida Act," S. 2239; and
WHEREAS, the Permanent Protection for Florida Act would create a permanent no-drill buffer in much of the eastern Gulf of Mexico, keeping oil rigs 260 miles off the west coast of Florida and 150 miles off the panhandle and east coast; and
WHEREAS, the Permanent Protection for Florida Act is supported by major environmental organizations, including the National Outer Continental Shelf Coalition and the Florida Public Interest Research Group (PIRG); and
WHEREAS, garnering Governor Jeb Bush's support of the Permanent Protection for Florida Act would be an important factor in passing the bill, but he has not yet taken a position on S. 2239; and
WHEREAS, the Permanent Protection for Florida Act is historic legislation that would permanently protect the State of Florida's unique environment and tourist-dependent economy from the threat of offshore drilling,
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF MIAMI-DADE COUNTY, FLORIDA, that this Board:
Section 1. Urges the U.S. Congress to enact the "Permanent Protection for Florida Act" sponsored by Senators Mel Martinez and Bill Nelson to broaden protections against gas and oil drilling off Florida's coasts.
Section 2. Urges Governor Jeb Bush to support the bipartisan "Permanent Protection for Florida Act."
Section 3. Directs the Clerk of the Board to transmit a certified copy of this resolution to Senator Mel Martinez, Senator Bill Nelson, the remaining members of the Miami-Dade County Congressional Delegation, Governor Jeb Bush and the chair and members of the Miami-Dade State Legislative Delegation.
Section 4. Directs the County's federal lobbyists to advocate for the passage of the legislation set forth in Section 1 above, and directs the Office of Intergovernmental Affairs to include this item in the 2006 Federal Legislative Package.
