REPORT: Assistant County Attorney Monica Maldonado read the foregoing resolution into the record. Chairwoman Heyman, Commissioner Moss, Gimenez and Edmonson requested to be added as sponsors in support of the workforce housing initiative. Chairwoman Heyman asked Assistant County Manager Alex Munoz to prepare the appropriate memorandum requesting that the County Commission’s Chairman Joe A. Martinez waive the Committee’s rules and procedures and allow this proposed resolution to be heard at the April 25, 2006 County Commission meeting. Hearing no questions or comments, the Committee proceeded to vote on the foregoing proposed resolution.

TITLE
RESOLUTION URGING THE FLORIDA LEGISLATURE TO ENACT HOUSE BILL 1363 COMMONLY KNOWN AS THE COMMUNITY WORKFORCE HOUSING INNOVATION PROGRAM OR SIMILAR LEGISLATION

BODY
WHEREAS, HB 1363 seeks to create the Community Workforce Housing Innovation Program for the purpose of providing regulatory incentives and state and local funds to promote public-private partnerships and leverage government and private resources to provide affordable rental and single-family housing for persons with medium incomes in high-cost counties, like Miami-Dade County; and
WHEREAS, HB 1363 provides the Florida Housing Finance Corporation with certain powers and responsibilities relating to the program, including developing and implementing an incentive program; and
WHEREAS, HB 1363 targets households whose income levels are up to 150% of the adjusted median income and will target specifically persons employed in essential service areas, such as teachers and educators, police and fire personnel, and health care personnel, and in other job categories in which personnel are defined as essential service personnel; and
WHEREAS, HB 1363 supplements existing affordable housing programs funded under Chapter 40 of the Florida Statutes; and
WHEREAS, HB 1363 combines the provisions of a number of other bills, including SB 2002, by Senator Frederica Wilson of the Miami-Dade Delegation; and
WHEREAS, the enactment of HB 1363 would provide additional resources to provide housing assistance for low to moderate income households in Miami-Dade County,
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF MIAMI-DADE COUNTY, FLORIDA, that this Board:
Section 1. Supports the various provisions contained in HB 1363, and urges the Florida Legislature to enact HB 1363, or similar legislation.
Section 2. Directs the Clerk of the Board to transmit a certified copy of this resolution to the Governor, the President of the Senate, the Speaker of the House, Representative Mike Davis, and the Chair and members of the Miami-Dade County State Legislative Delegation.
Section 3. Directs the County's state lobbyists to advocate for the passage of the legislation set forth in Section 1 above, and directs the Office of Intergovernmental Affairs to include this item in the 2006 State Legislative Package.
