REPORT: During consideration of changes to today's agenda, Commissioners Souto and Heyman requested to be listed as co-sponsors to the foregoing proposed resolution. Commissioner Seijas requested to co-sponsor the proposed resolution with the caveat that all children, born and unborn, be added to the resolution. Commissioner Sorenson, sponsor, did not accept Commissioner Seijas’ amendment. Further consideration of the proposed resolution was postponed until later in today’s meeting, upon the return of Chairman Martinez. Later in today’s meeting the Board returned its consideration to the foregoing proposed resolution. Chairman Martinez suggested that a marketing strategy be developed in addition to the proclamation in the proposed resolution. Commissioner Sorenson noted the proposed resolution encouraged non-violent ways of disciplining children and was a statement of intent. Commissioner Sosa noted the importance of a strict environment with enough guidance to ensure children were on the right path. She said while she was supportive of non-violent environments, she needed to respect decisions at home and different forms of discipline within the various ethnic groups in Miami-Dade County needed to be incorporated. Commissioner Seijas said she would not be supportive because she felt the proposed resolution should also include unborn children. Commissioner Jordan spoke in support of the foregoing proposed resolution.

REPORT: Assistant County Attorney Daron Fitch read the foregoing proposed resolution into the record. Commissioner Seijas asked Assistant County Manager Susan Torriente to ask Commissioner Sorenson as the sponsor of this proposed resolution, to provide additional information to clarify its intent and/or to include more substantive language within this resolution before it was considered by the County Commission. Following concerns expressed by Commissioner Seijas regarding the intent of this resolution, the foregoing proposed resolution was forwarded to the Board of County Commissioners (BCC) with a favorable recommendation with an instruction that a report be attached when this resolution was forwarded to the BCC explaining the intent of this resolution.

TITLE
RESOLUTION OPPOSING VIOLENCE DIRECTED AT CHILDREN

BODY
WHEREAS, all children need love, guidance and deserve to grow up in an environment free from violence and physical harm. Positive, non-violent, peaceful forms of discipline teach children to think beyond the immediate and give them a blueprint for future reference; and
WHEREAS, children are influenced by the model for behavior set by adults in their environment. When adults resort to violence, children are likely to learn this behavior is acceptable and imitate it with their peers; and
WHEREAS, childhood is a unique and critical stage of life. All children share the same basic needs for safety, health, love and dignity. Peaceful, communicative parenting supports a child's development; and
WHEREAS, current research shows that exposure to violence negatively impacts upon normal brain development and learning for all children; and
WHEREAS, violent behavior learned in the home and school environment is reflected in the behaviors of people throughout our communities, cities and societies at large. As a result of this violence, children and families are hurting, education systems and learning has been hindered, and prisons are overflowing with youth,
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF MIAMI-DADE COUNTY, FLORIDA, that:
Section 1. This Board supports a proclamation that encourages non-violent discipline in the effort to reduce violence towards all but especially within the family and as directed towards children.
Section 2. This Board, on behalf of the children of Miami-Dade County, help establish ties between our schools and community through the promotion of mental health and family counseling programs to support families experiencing stress.
Section 3. This resolution shall serve as notice that Miami-Dade County has been and shall remain vigilant in guarding the best interests of the children of Miami-Dade County in all matters to the extent legally and feasibly possible.
