REPORT: Commissioner Souto introduced Ms. Leona Cooper, one of the founders of the Women's Park. Ms. Leona Helen Ferguson Cooper appeared before the Board. She said she had been an advocate for women, children and indigents. Ms. Cooper noted the Women’s Park was one of the biggest achievements that had happened for women as far as Dade County property was concerned and she invited the Board members to visit the Park. She said she would continue working on behalf of children, indigents and everyone else who needed help in the community. Commissioner Souto thanked Ms. Cooper for her efforts regarding the Women’s Park. Commissioner Heyman said in spite of Ms. Cooper’s many accomplishments, she still found time to serve on over 20 boards and had impacted the entire community. Commissioner Edmonson thanked Ms. Cooper for being instrumental in urging the Food and Drug Commission to lift the ban which prevented the Haitian community from donating blood. Commissioner Seijas said while she was honored in knowing Ms. Cooper, she would not break her rule of not voting in cases such as this and she exited the Commission Chambers prior to the vote on the foregoing proposed resolution.

REPORT: Assistant County Attorney Monica Maldonado read the foregoing resolution into the record. The public hearing was opened by Chairwoman Heyman; however, it was closed after no one appeared in response to Chairwoman Heyman’s call for persons wishing to be heard in connection with the foregoing proposed resolution. Commissioner Souto provided a brief explanation regarding the intent of this resolution. Commissioner Heyman noted information was included in each commissioner’s agenda package regarding Ms. Cooper and her contributions to this community. Commissioners Moss and Seijas noted, for the record, that they could not support this proposed resolution because they had consistently not supported the renaming of County facilities and roadways in honor of people who were alive, Chairwoman Heyman asked that Assistant County Manager Alex Munoz invite Ms. Leona Cooper to the May 2006 Board of County Commissioners’ meeting when this proposed resolution would be considered. Hearing no questions or comments, the Committee proceeded to vote on the foregoing proposed resolution.

TITLE
RESOLUTION NAMING THE PLAYGROUND AT THE WOMEN’S PARK ''THE LEONA COOPER PLAYGROUND''

BODY
WHEREAS, Leona Cooper is one of the Founders of the Women’s Park; and
WHEREAS, Ms. Cooper is an outstanding individual who has given tirelessly to Miami-Dade County as a volunteer and community leader; and
WHEREAS, Miami-Dade County owns and operates the Women’s Park; and
WHEREAS, this Board desires to honor Ms. Cooper by naming the playground at the Women’s Park “The Leona Cooper Playground,”
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF MIAMI-DADE COUNTY, FLORIDA, that:
Section 1. This Board finds that Leona Cooper has made a direct, significant lifetime contribution to this community.
Section 2. By three-fifths vote of the Board members present, this Board names the playground at the Women’s Park “The Leona Cooper Playground.”
