REPORT: The foregoing proposed resolution was withdrawn because the Florida Legislature did not approve the request for $3.5 million in matching funds to the Partnership for Recovery. In response to County Manager Burgess’ comments regarding the $3 million which the Board had approved for the Partnership for Recovery, Inc. from local funds, it was moved by Commissioner Jordan that the Board allow the $3 million to be used for the Partnership for Recovery and the Blue Roof Program. This motion was seconded by Commissioner Edmonson. Following questions by the Board members regarding the allocation process relating to the Blue Roof Program, Commissioner Jordan’s motion was laid on the table until later in the meeting. Later in the meeting, discussion ensued between the members of the Board and staff regarding the allocation process to be utilized for the $3 million that was approved by the Board to the Partnership for Recovery, Inc. for roof repairs through the Blue Roof Program. County Manager Burgess said the Partnership for Recovery, Inc. conducted an extensive outreach effort regarding the Blue Roof Program. He suggested the Partnership be requested to prepare a report indicating how the roofs were being distributed and that monthly updates be provided to the Board. Commissioner Sosa expressed concerns regarding the constituents in her Commission District who still had blue tarps on their roofs. She noted many of these individuals did not have access to electronic mail and were not informed of the Blue Roof Program on the Spanish radio. Ms. Elizabeth Regalado, Department of Human Services, said that through the Partnership for Recovery, the Blue Roof Program was advertised via radio and television public service announcements (PSAs), print media, The Miami Herald and community newspapers. She noted in terms of County outreach, staff provided flyers to the 22 sites that had the applications available and provided information and the applications through the 311 Call Center where applications were mailed to individuals upon request. Ms. Regalado said the applications, the application period, Program requirements and supporting documentation were provided through the major funders of social services, including the Department of Children and Families, the Early Childhood Coalition and the Alliance for Human Services. The application period was for two weeks beginning on April 17, 2006 and ending on April 28, 2006 and applications were available from Monday through Friday, 9:00 a.m. to 4:00 p.m. Ms. Regalado said on April 14th each commission office was provided with information on the Program. Commissioner Jordan said she received the information regarding the Blue Roof Program on April 14th and it was sent to her constituents. She noted she did not necessarily agree that equal distribution was equity in terms of service need as there were some communities with greater need. Commissioner Diaz said it was important that this information be sent to the commission offices within a sufficient timeframe. Chairman Martinez asked that the County Manager provide him with a report by Friday, May 12, 2006, indicating the number of people who applied and had received assistance through the Blue Roof Program versus those who had not—by County Commission District.

REPORT: Commissioners Rolle and Edmonson requested to be listed as co-sponsors of the foregoing proposed resolution. Chairwoman Seijas asked that the Office of Intergovernmental Affairs be provided with a copy of the foregoing resolution immediately and that the legislative staff be instructed to follow-up immediately. Chairwoman Seijas noted that the Chairman of the Board would be asked to waive the Board’s rules of procedures to have this resolution considered at the next scheduled Board meeting of April 25, 2006.

TITLE
RESOLUTION URGING THE FLORIDA LEGISLATURE TO GRANT $3.5 MILLION IN MATCHING FUNDS TO THE PARTNERSHIP FOR RECOVERY, INC. TO PROVIDE FOR ROOF REPAIRS TO HOMES OF LOW-INCOME MIAMI-DADE RESIDENTS THAT STILL HAVE FEMA-ISSUED BLUE ROOFS AS A RESULT OF HURRICANE WILMA

BODY
WHEREAS, for most South Floridians, Hurricane Wilma forced a frustrating fortnight without electricity, accompanied by unanticipated expenses and great inconvenience; but for many of Miami-Dade County's poorest residents, Hurricane Wilma dealt a far more severe and enduring punishment, taking everything - their homes, their belongings, and their ability to provide for their families; and
WHEREAS, there are currently 16,784 homes with FEMA issued blue tarps in Miami-Dade County, and many of these residents simply can not repair their roofs because they either cannot afford their deductible or simply lacked insurance; and
WHEREAS, providing assistance to these individuals is urgent because while the Blue Roofs serve their purpose in the best of conditions, as the 2006 hurricane season is less than three months away; roofs not repaired before then, will fall prey to heavy rain and winds, possibly causing residents to lose everything; and
WHEREAS, the Partnership for Recovery, Inc., a not-for-profit 501(c)3 organization comprised of corporate and community leaders, was created to assist low-income residents who are still recovering from Hurricane Wilma to immediately address the basic needs of Miami-Dade's most severely impacted and neediest families by targeting homes with "Blue Roofs"; and
WHEREAS, the $3.5 million in aid to the Partnership for Recovery sought from the Florida Legislature will be matched 50/50 with funds contributed by the private sector and local community leaders, and one hundred percent of the funding raised will be used for the "No Blue Roofs" recovery effort without any funding for staff or administrative fees; and
WHEREAS, removing the Blue Roofs will not only tremendously benefit the homeowner and provide safety for their families in the event of another hurricane, but will benefit the community as a whole; and
WHEREAS, unrepaired Blue Roofs can have a negative impact on tourism and individual's relocating to South Florida, as 31 million passengers fly into Miami International Airport annually,
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF MIAMI-DADE COUNTY, FLORIDA THAT THE BOARD:
Section 1. Hereby urges the Florida Legislature to approve a grant of $3.5 million to the Partnership for Recovery, Inc. to be used to assist low-income Miami-Dade residents that still have roof damage as a result of Hurricane Wilma.
Section 2. Directs the Clerk of the Board to transmit a certified copy of this resolution to the Chair and members of the Miami-Dade County State Legislative Delegation.
Section 3. Directs the County's state lobbyists to advocate for passage of the legislation set forth in Section 1 above, and directs the Office of Intergovernmental Affairs to include this item in the 2006 State Legislative Package as a top priority.
