TITLE
RESOLUTION REQUESTING CONSULTANTS TO OBTAIN SERVICES OF CARRIE P. MEEK AND MIKE ABRAMS THROUGH WORK ORDERS ON AN ''AS NEEDED'' BASIS IN AN AMOUNT NOT TO EXCEED $75,000 EACH TO SUPPLEMENT THE EXPERTISE AND RESOURCES UNDER THE FEDERAL LOBBYING CONTRACTS

BODY
WHEREAS, on January 24, 2006, the Board approved Resolution No. 133-06, which authorized the County Manager to execute three two-year agreements with Tew Cardenas LLP; Alcalde & Fay; and Greenberg Traurig, P.A. ("Consultants") for governmental representation before the U.S. Congress and executive branch ("the Agreements"); and
WHEREAS, the Agreements and accompanying resolution authorized the expenditure of a total amount not to exceed $225,000 for additional related services; and
WHEREAS, the Agreements provide that the County may request that the Consultants obtain services through work orders to supplement the expertise and resources that may be required at any given time and for the purposes of carrying out the intent of the Agreements; and
WHEREAS, on November 11, 1999, the Board approved Resolution No. 1236-99, which provided that the Board shall approve all County contracts and work orders for lobbying or representation at the state or federal level and/or all individuals or firms hired to represent the County on intergovernmental issues; and
WHEREAS, five firms were invited to make oral presentations to the County related to the federal lobbying RFQs, the top three firms were picked in the selection process for federal lobbying contracts, and former Miami-Dade Congresswoman Carrie P. Meek and former State Representative Mike Abrams were key personnel in the firms that ranked the next highest, fourth and fifth; and
WHEREAS, the County would benefit from the inclusion of Carrie P. Meek on the Washington lobbying team based on her prior appropriations experience in Congress, particularly in the area of transportation appropriations; and
WHEREAS, the County would also benefit from the inclusion of Mike Abrams on the Washington lobbying team based on his prior experience in the Florida House of Representatives and specialized knowledge and expertise of health care issues, including the Medicaid program; and
WHEREAS, the County would assign Carrie Meek and Mike Abrams work orders to assist the prime consultants under the particular contract that relates to the issues where their expertise lies,
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF MIAMI-DADE COUNTY, FLORIDA, that this Board:
Section 1. Provides that the Consultants may obtain the services of Mike Abrams and Carrie Meek through work orders on an "as needed" basis not to exceed the amount of $75,000 each to supplement the expertise and resources required under the federal lobbying contract.
Section 2. Directs that if work orders are issued, they shall specify the particular issue areas under which the work orders are being issued and the work order shall be under the particular Consultant Agreements that correspond to the issue areas being assigned.
