TITLE
RESOLUTION DIRECTING THE COUNTY MANAGER TO RESEARCH GRANTS AND PROGRAMS TO OBTAIN FUNDS TO SUPPORT THE CREATION OF PERMANENT DISASTER POINTS OF DISTRIBUTION (“POD”) STRATEGICALLY LOCATED THROUGHOUT MIAMI-DADE COUNTY; TO RESEARCH THE POSSIBILITY OF CREATING HURRICANE SUPPLY CLOSETS THAT PROVIDE SUPPLIES TO SENIOR CITIZENS AND INDIGENT FAMILIES; AND TO RESEARCH THE POSSIBILITY OF DEVELOPING A GRASSROOTS HURRICANE SURVIVAL PLAN THAT IS RESPONSIVE TO THE SOCIO-ECONOMIC AND CULTURAL DIVERSITY OF VERY LOW-INCOME AND WORKING POOR FAMILIES IN MIAMI-DADE COUNTY AND TO REPORT BACK TO THE BOARD OF COUNTY COMMISSIONERS WITHIN 60 DAYS

BODY
WHEREAS, on October 22, 2005, the County declared a State of Local Emergency for all of Miami-Dade County because of the threat posed by Hurricane Wilma; and
WHEREAS, on October 24, 2005, Hurricane Wilma impacted Miami-Dade County with severe weather conditions rendered virtually all traffic signals inoperable and left approximately 90% of residents and businesses without electrical power; and
WHEREAS, providing means for effective distribution of necessary goods after a disaster helps promote the health, safety and welfare of Miami-Dade County,

NOW THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF MIAMI-DADE COUNTY, FLORIDA, that the County Manager is hereby instructed to research: (a) Department of Homeland Security grants and programs to obtain funds to support the creation of permanent disaster points of distribution (“POD”) equipped with permanent generators, industrial ice machines, and cold and dry storage space with such PODs to be strategically located throughout Miami-Dade County; (b) the possibility of creating hurricane supply closets that provide supplies to senior citizens and indigent families; and (c) the possibility of developing a grassroots hurricane survival plan that is responsive to the socio-economic and cultural diversity of very low-income and working poor families in Miami-Dade County. The County Manager is hereby instructed to report back to the Board of County Commissioners on these items within 60 days.
