TITLE
RESOLUTION DIRECTING COUNTY MANAGER TO CONDUCT A STUDY OF ALL POSTED SCHOOL SPEED ZONES TO DETERMINE AS TO EACH ONE WHETHER AND TO WHAT EXTENT A TRANSITION SPEED ZONE MAY BE NECESSARY

BODY
WHEREAS, school speed zones of 15 mph at certain designated times during the day are required in the County on streets surrounding and approaching schools; and
WHEREAS, some schools are located on streets where the normal speed limit approaching school speed zones are in excess of 25 mph; and
WHEREAS, transitioning a motor vehicle traveling at a speed greater than 25 mph to the required 15 mph in a school zone has resulted in vehicles traversing those streets in excess of the 15 mph speed causing accidents and injuries to school children, including fatal injuries; and
WHEREAS, additional measures may be adequate to address the problem of motor vehicles exceeding the school zone speed limit,
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF MIAMI-DADE COUNTY, FLORIDA, that this Board directs the County Manager to conduct a study of all posted school speed zones located within Miami-Dade County to determine the most appropriate traffic control methods for each school to improve compliance with the 15 mph speed limit within each such school zone, including expanding the applicable area of the existing school speed zone, installing transition speed zones approaching the school speed zone and installing appropriate signage; and further directs the County Manager to report his findings and recommendations to the Board within forty-five days of the effective date of this resolution or prior to the beginning of the 2006-2007 school year, whichever occurs first.
