TITLE
RESOLUTION DIRECTING THE COUNTY MANAGER TO PREPARE A REPORT AND RECOMMENDATION AS TO MEMBERSHIP OF MIAMI-DADE COUNTY IN THE CHICAGO CLIMATE EXCHANGE

BODY
WHEREAS, the Chicago Climate Exchange (CCX) is the world’s first and North America’s only voluntary, multi-sectoral, legally-binding, rules-based greenhouse gas emissions reduction and trading system; and
WHEREAS, like the market program that reduced acid rain – causing emissions, a carbon market system has been increasingly spotlighted by government and business leaders as a necessary element in the fight against global warming; and
WHEREAS, Miami-Dade County needs to prepare for the future development of a carbon market not only to reduce global warming pollution but also to protect Miami-Dade County’s assets under a range of possible future regulatory scenarios, all of which would entail placing a price tag on carbon emissions; and
WHEREAS, membership in the CCX has been deemed consistent with the goals of reducing regional contributions to global warming pollution and fostering regional clean energy economic development by members such as the State of New Mexico, the City of Chicago, IBM, DuPont and over 200 other members from the public and private sectors,
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF MIAMI-DADE COUNTY, FLORIDA, that the County Manager is hereby directed to prepare and submit to the Board of County Commissioners a report and recommendation with respect to the membership of Miami-Dade County in the Chicago Climate Exchange not later than forty-five (45) days from the date hereof.
