REPORT: The foregoing resolution was read into the record by Assistant County Attorney Joni Armstrong-Coffey. It was moved by Commissioner Edmonson that the forgoing resolutions be forwarded to the BCC with a favorable recommendation. This motion was seconded by Commissioner Seijas for discussion. In response to Commissioner Gimenez’ question regarding the intent of this resolution, Assistant County Attorney Gerald Heffernan noted Commissioner Moss wanted to express the commissioners’ support of various projects being constructed with the GOB program and to ensure informational signs were placed near the projects showing the names of the commissioners in support. Commissioner Gimenez spoke in support of the foregoing resolution, noting he had observed some informational signs belonging to municipalities which provided better signage than the County. Chairwoman Seijas noted the Committee could proceed with forwarding this to the BCC, but requested that when it went before the BCC, someone be present to provide a visual showing how the sign would look with the design change and with the Commissioner’s name on it. Commissioner Diaz expressed the need for people to know what each District Commissioner supported. He stated he observed the new signs designed by PWD and that they worked because his office had received calls from constituents thanking him for his support of a project. Ms. Esther Calas, Director, PWD, noted the only signs enhanced were the PTP Neighborhood Improvement signs that Commissioner Diaz referred to and they were much nicer. She noted staff would work on all other signs and come back with a design. Commissioner Jordan concurred with the comments of Commissioner Diaz. She recommended this resolution be amended to add the phrase “in bold lettering” following the language “a sign in close proximity to each Capital project that reflects the support and sponsorship of the district commissioner” Commissioner Edmonson asked Public Works Department Director to ensure that her name appeared on signs featuring capital projects underway within District #3. Commissioner Rolle asked the Director to ensure that all signs posted within each Commission District reflected the name of the commissioner representing that district and that signs featuring other commissioners within District #2 be removed and placed in the respective commission district. Upon conclusion of the discussion, the forgoing proposed resolution was forwarded to the BCC with a favorable recommendation with committee amendment(s) to include language indicating that the name of the District Commissioner shall be highlighted in bold print.

TITLE
RESOLUTION AFFIRMING SUPPORT AND SPONSORSHIP BY EACH COMMISSIONER OF CAPITAL PROJECTS LOCATED IN HIS OR HER DISTRICT WHICH ARE FUNDED FROM VARIOUS CAPITAL FINANCING PROGRAMS; AND DIRECTING COUNTY MANAGER TO PLACE INFORMATIONAL SIGNS IN CLOSE PROXIMITY TO EACH CAPITAL PROJECT THAT REFLECTS SUCH SUPPORT AND SPONSORSHIP IN BOLD

BODY
WHEREAS, each member of this Board of County Commissioners supports and sponsors capital projects located in his or her district that are funded from one of the County’s capital financing programs such as the Building Better Communities Bond Program, Safe Neighborhood Parks Program, and the Quality Neighborhood Improvement Program; and
WHEREAS, this Commission believes that each capital project should include an informational sign that identifies the capital financing program as well as the District Commissioner who has sponsored and supported it; and
WHEREAS, each Commissioner wishes to affirm his or her support and sponsorship of the capital projects located in his or her district and to direct the County Manager to place informational signs with each capital project that reflects such support and sponsorship in bold,
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF MIAMI-DADE COUNTY, FLORIDA, that each Commissioner affirms his or her support for the capital projects located in his or her district that are funded from one of the County’s capital financing programs and directs the County Manager to locate an informational sign in close proximity to each capital project that reflects the support and sponsorship of the District Commissioner in bold.
