TITLE
RESOLUTION CREATING EAST-WEST CORRIDOR CITIZENS AND BUSINESS ADVISORY COMMITTEE

BODY
WHEREAS, Miami-Dade Transit (MDT) has initiated the federal process to obtain funding for a Metrorail extension, known as the East-West Corridor; and
WHEREAS, this 10.1-mile extension will begin at the Miami Intermodal Center at Miami International Airport and end at its terminus station at the Florida International University-University Park Campus; and
WHEREAS, federal law requires public involvement in the corridor development process so that community concerns may be addressed; and
WHEREAS, the County seeks input and support from the public and private sectors during the development of the East-West Corridor; and
WHEREAS, the Board of County Commissioners believes that the creation of an East-West Corridor Citizens and Business Advisory Committee is in the best interest of the citizens of Miami-Dade County,
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF MIAMI-DADE COUNTY, FLORIDA, that:
Section 1. Creation of Advisory Committee. There is hereby created and established in Miami-Dade County an advisory committee to be known as the East-West Corridor Citizens and Business Advisory Committee. The East-West Corridor Citizens and Business Advisory Committee ("CBAC") shall be dissolved one (1) year after the adoption of this resolution unless the Board of County Commissioners adopts an ordinance recreating the CBAC.
Section 2. Membership. The CBAC shall consist of a minimum of fourteen (14) and a maximum of twenty-four (24) members appointed as follows:
(a) Two (2) members appointed by each one of the four (4) Miami-Dade County Commissioners whose districts are impacted directly by the East-West Corridor. The four (4) Commission districts impacted directly by the East-West Corridor are: District 6; District 10; District 11; and District 12.
(b) Two (2) members appointed by the Board of County Commissioners;
(c) Two (2) members appointed by the Mayor of Miami-Dade County;
(d) One (1) member appointed by the Mayor of the City of Miami;
(e) One (1) member appointed by the Mayor of Sweetwater;
(f) One (1) member appointed by the Mayor of Doral;
(g) Two (2) members appointed by the MPO Citizens' Transportation Advisory Committee;
(h) Two (2) members appointed by the Citizens' Independent Transportation Trust;
(i) One (1) member appointed by the Greater Miami Chamber of Commerce;
(j) One (1) member appointed by the Airport West Chamber of Commerce;
(k) One (1) member appointed by the Miami-Dade Chamber of Commerce;
(l) One (1) member appointed by the President of Florida International University ("FIU"). The President of FIU may appoint himself or herself or another person; and
(m) One (1) member appointed by the Hispanic Chamber of Commerce.

The County Manager shall, by letter, request appointments to the CBAC as provided in this section.
Section 3. Duties and Responsibilities. The CBAC shall:
(a) Monitor and review the implementation of the East-West Corridor project;
(b) Seek input and support from the public and private sectors during the development of the East-West Corridor, and create a forum for community discussions; and
(c) File a quarterly report with the Regional Transportation Committee detailing recommendations regarding the implementation of the East-West Corridor.
Section 4. Staff Support. Miami-Dade Transit shall provide adequate staff and support services to enable the CBAC to carry out its duties and responsibilities.
