REPORT: Commissioner Jordan asked the County Manager to include in his report the possibility of M-5 weapons being part of the equipment needed by police officers to combat crime.

REPORT: Assistant County Attorney Ferrer read the foregoing resolution into the record. Commissioner Jordan expressed her concerns regarding violent crimes being committed by criminals with high powered weapons. She noted the police officers should have training and sufficient fire power to protect themselves and the residents of this community. Commissioner Diaz concurred with Commissioner Jordan. He noted he support this proposed resolution and stated police officers needed all the help they could get. Commissioner Souto suggested exploring other types of equipment that would be helpful combating crime. Commissioner Jordan noted every officer did not need high powered equipment however; at least one member of each squad should be trained and certified to use high power weaponry to cover situations until the specialized units arrived. Commissioner Jordan suggested amending the forgoing resolution to add the following language: “firepower for specialized units, and one member of each squad within the police department”. She noted she would also like to include other specialized equipment needed by the police department. Commissioner Souto asked Miami-Dade Police Department (MDPD) Chief Theobald to inform him immediately regarding incidents involving shootings vandalism and other juvenile crimes within his district (district 10) and that a full presentation of recent incidents in that district, specifically Westchester be provided at the next committee meeting. Hearing other questions or comments, the committee proceeded to vote.

TITLE
RESOLUTION DIRECTING THE COUNTY MANAGER TO PREPARE A REPORT CONCERNING THE EQUIPMENT AND TRAINING OF POLICE WITH HIGH POWER WEAPONS TO COMBAT CRIME

BODY
WHEREAS, two police officers were ambushed in Opa-locka on October 14, 2006 by a suspect with a high-powered rifle; and
WHEREAS, the police at times do not have the same firepower as criminals which places the sworn officers’ lives at peril; and
WHEREAS, police officers put their lives on the line each and every day; and
WHEREAS, it is in the interests of police officer safety that its officers have the ability to effectively defend themselves when under attack by criminals,
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF MIAMI-DADE COUNTY, FLORIDA, that the County Manager is directed to prepare, in consultation with the Director of the Miami-Dade Police Department, a report within thirty days assessing the need for increased firepower within the police department. Such report shall include the cost, training and certification requirements to implement an increase in firepower.
