REPORT: Assistant County Attorney Maldonado read the foregoing resolution into the record. Chairwoman Heyman asked Mr. Rasco to send a written notice to all parties involved including the County Manager and the Mayor, regarding the January 22, 2007, Tri-County meeting. Commissioner Edmonson requested to be added as a co-sponsor to the foregoing resolution. There being no further discussion or comments, the Committee proceeded to vote.

TITLE
RESOLUTION URGING THE U.S. GOVERNMENT TO ASSERT NECESSARY LEADERSHIP AND CONVINCE THE U.N. SECURITY COUNCIL TO URGENTLY DEPLOY A STRONG U.N. MISSION TO DARFUR TO ENSURE EFFECTIVE PROTECTION OF THE CIVILIAN POPULATION IN DARFUR

BODY
WHEREAS, in the Darfur region of the Sudan over 400,000 people have died since 2003 as the result of pro-government Janjawid militias that have attempted to destroy, in whole or in part, three African ethnic communities (the Fur, Zaghawa, and Massaleit); and
WHEREAS, there is an estimated 3.5 million people in the western Darfur region of Sudan trying to survive the Sudanese government-sponsored campaign of violence and forced starvation; and
WHEREAS, the United States government acknowledged on September 9, 2004, that "genocide has been committed in Darfur, and that the government of Sudan and the Janjawid bear responsibility"; and
WHEREAS, violence in Darfur has escalated recently and it has been predicted that the death-rate could rise as high as 100,000 per month if security collapses; and
WHEREAS, violence has now spilled into the neighboring country of Chad; and
WHEREAS, earlier this year, the United Nations Security Council passed a resolution authorizing a peacekeeping force to be sent to Darfur; and

WHEREAS, the United States has a clear moral and legal obligation to prevent genocide, such as that occurring in Darfur,
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF MIAMI-DADE COUNTY, FLORIDA, that:
Section 1. This Board urges the U.S. government to provide necessary leadership and financial support to ensure the viability of the UN peacekeeping operation in this region and continue to support the African Union peacekeepers already there to ensure effective protection of the civilian population.
Section 2. The Clerk of the Board is directed to transmit a certified copy of this resolution to the members of the Miami-Dade County Congressional Delegation.
