REPORT: Commissioner Heyman noted the foregoing proposed resolution was unanimously forwarded to the County Commission yesterday (12/13) by the Intergovernmental, Recreation and Cultural Affairs Committee. In response to Commissioner Heyman’s inquiry, Assistant County Manager Carlos Bonzon noted the foregoing item should have been placed on only one committee agenda. Chairman Gimenez and Commissioner Sorenson asked to be listed as co-sponsors of the foregoing proposed resolution. Chairman Gimenez asked staff to prepare the appropriate memorandum requesting that the County Commission's Chairman Joe A. Martinez waive the Committee's rules and allow the foregoing proposed resolution to be heard at the December 19, 2006 County Commission meeting.

TITLE
RESOLUTION URGING THE FLORIDA LEGISLATURE TO PASS LEGISLATION THAT WOULD PROVIDE AN ANNUAL DEDICATED FUNDING SOURCE FOR THE SOUTH FLORIDA REGIONAL TRANSPORTATION AUTHORITY

BODY
WHEREAS, approving a regional dedicated funding source for the South Florida Regional Transportation Authority (SFRTA) would relieve Miami-Dade County of the ongoing expense of supporting the SFRTA, which operates Tri-Rail, and would expedite Miami-Dade Transitís implementation of the Peopleís Transportation Plan; and
WHEREAS, if successful in obtaining a regional dedicated funding source, SFRTA has committed to contributing a share of these funds towards regional transit projects such as the Northeast FEC Corridor and the Kendall Extension in Miami-Dade County; and
WHEREAS, Miami-Dade County remains dedicated to the goal of an integrated regional transportation system; and
WHEREAS, the Florida Legislature last session passed a dedicated funding source for the SFRTA in SB 1350, which included authority to impose a $2 rental car by local referendum that could be dedicated to the SFRTA, but the Governor vetoed the bill,
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF MIAMI-DADE COUNTY, FLORIDA, that this Board:

Section 1. Urges the Florida Legislature to pass legislation that would provide an annual dedicated funding source for the South Florida Regional Transportation Authority that does not adversely affect existing county revenue and disburses funding back to MiamiDade County in the same proportion that it is collected in Miami-Dade County.
Section 2. Directs the Clerk of the Board to transmit a certified copy of this resolution to the Governor, the Senate President, the House Speaker, and the Chair and members of the Miami- Dade County State Legislative Delegation.
Section 3. Directs the County's state lobbyists to advocate for the passage of the legislation set forth in Section 1 above, and directs the Office of Intergovernmental Affairs to include this item in the 2007 state legislative package.
