REPORT: Assistant County Attorney Maldonado read the foregoing resolution into the record. Commissioner Moss accentuated the point that summer jobs and year round jobs would help reduce violence. Commissioner Edmonson requested to be added as a co-sponsor to the foregoing resolution. There being no further discussion or comments, the Committee proceeded to vote.

TITLE
RESOLUTION URGING THE GOVERNOR AND THE FLORIDA LEGISLATURE TO PRIORITIZE REDUCING YOUTH VIOLENCE AND TO MAKE SIGNIFICANT PROGRAMMATIC AND BUDGETARY COMMITMENTS TO CURB YOUTH VIOLENCE

BODY
WHEREAS, at least 25 youths have died in gun-related violence in Miami-Dade County over the last 15 months; and
WHEREAS, in some cases, this gun-related violence has resulted in victims in their late teens and early twenties, while in other cases, stray bullets have killed even younger victims, including a 9-year-old and an 18-month old; and
WHEREAS, Broward County has had a similar increase in gun-related violence among youths there; and
WHEREAS, meaningful steps must be taken urgently to reduce youth violence,
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF MIAMI-DADE COUNTY, FLORIDA, that this Board:
Section 1. Urges the Governor and the Florida Legislature to prioritize reducing youth violence and to take both programmatic and budgetary actions to curb youth violence.
Section 2. Urges the Governor and Legislature to take significant steps to properly fund chronically under funded youth programs, such as programs that identify and treat aggressive behavior among youths, programs that provide mental health counseling, and mentoring programs.
Section 3. Urges the Governor and Legislature to take significant steps to address the broad problems that likely underlie youth violence, such as increasing the availability of safe and affordable housing, improving school funding for a broad range of programs to provide youths with opportunities to development knowledge and skills and pursue their interests, and increasing funding for programs that strengthen families and communities.
Section 4. Directs the Clerk of the Board to transmit certified copies of the resolution to the Governor, Senate President, House Speaker, and Chair and members of the Miami-Dade State Legislative Delegation.
Section 5. Directs the County's state lobbyists to advocate for the issues identified in section 1, 2, and 3 above, and directs the Office of Intergovernmental Affairs to include this item in the 2007 state legislative package.
