It was moved by Commissioner Sorenson that this proposed resolution be forwarded with a favorable recommendation. This motion was seconded by Commissioner Diaz. Commissioners Diaz, Sorenson, Sosa, Souto, Gimenez, and Chairman Martinez asked that they be listed as co-sponsors. Hearing no other questions or comments, the Committee proceeded to vote.

TITLE
RESOLUTION URGING THE FLORIDA LEGISLATURE TO FUND THE SOUTH FLORIDA HOLOCAUST SURVIVORS ASSISTANCE PROGRAM

BODY
WHEREAS, according to the 2000 National Demographic Study, the average age of Holocaust survivors is 75 years of age; and
WHEREAS, South Florida is home to more than 18,000 Holocaust survivors according to Dr. Ira M. Sheskin, Associate Professor, University of Miami, Department of Geography and Regional Studies, meaning that thirteen percent (13%) of all Holocaust survivors live in South Florida; and
WHEREAS, because Holocaust survivors sometimes suffer extreme problems when placed in nursing homes and assisted living facilities, greater efforts need to be taken to allow them to remain in their homes; and
WHEREAS, Holocaust survivors are much more likely to need additional help than their counterparts who did not experience their physical and mental torture; and
WHEREAS, Holocaust survivors who did not require assistance previously are becoming increasingly frail and unable to manage the activities of daily living as easily as before and those who are receiving help will require a more intensive level of care as they age and their frailty increases; and
WHEREAS, there are four Jewish service agencies that provide services to Holocaust survivors in South Florida: the Greater Miami Jewish Federation/Jewish Community Services, the Jewish Federation of Broward County/Jewish Family Services, the Jewish Federation of South Palm Beach County/Ruth Rales Jewish Family Services, and the Jewish Federation of Palm Beach/Alpert Jewish Family Services; and
WHEREAS, the South Florida Holocaust Survivors Assistance Program provides individual assessments of Holocaust survivors and then, based on a service plan that is developed, provides needed services, including personal care (bathing and dressing), housekeeping, meal preparation, laundry, shopping, transportation to medical appointments, mental health counseling, food pantry supplements, kosher meals, telephone reassurance, and socialization activities; and
WHEREAS, the Greater Miami Jewish Federation has requested that the Florida Legislature appropriate $800,000 for Fiscal Year 2007-08 for the South Florida Holocaust Survivors Assistance Program,
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF MIAMI-DADE COUNTY, FLORIDA, that this Board:
Section 1. Urges the Florida Legislature to fund the South Florida Holocaust Survivors Assistance Program.
Section 2. Directs the Clerk of the Board to transmit certified copies of the resolution to the Governor, Senate President, House Speaker, and Chair and members of the Miami-Dade State Legislative Delegation.
Section 3. Directs the County's state lobbyists to advocate for the funding identified in Section 1 above, and directs the Office of Intergovernmental Affairs to include this item in the 2007 state legislative package as a priority issue.
