REPORT: Assistant County Attorney Cynthia Johnson-Stacks read the foregoing proposed resolution into the record. She noted Chairwoman Edmonson had requested to be listed as a cosponsor to the foregoing resolution. As sponsor of the foregoing proposed resolution, Chairwoman Edmonson relinquished the Chair to Vice-Chairwoman Sorenson and requested the required report be submitted to Board within 60 days in lieu of 120 days. Hearing no objection, the Committee forwarded the foregoing proposed resolution as amended to provide for the submittal of the report within 60 days in lieu of 120 days, as requested by Commissioner Edmonson. Commissioner Sorenson commented that efforts should be made to work with the County contractors in order to make it easier for them to use the Community Workforce Program first in hiring local labor.

TITLE
RESOLUTION DIRECTING THE COUNTY MANAGER TO STUDY THE FEASIBILITY AND EFFECTIVENESS OF ESTABLISHING STRATEGIC RELATIONSHIPS WITH THE FLORIDA VENTURE FOUNDATION, SOUTH FLORIDA WORKFORCE BOARD, INC. AND ANY OTHER SIMILAR AGENCY FOR THE PURPOSE OF PROVIDING A DEDICATED POOL OF SKILLED TRADE LABORERS TO EFFECTUATE THE INTENT OF THE COMMUNITY WORKFORCE AND JOB CLEARING HOUSE PROGRAMS AND TO REPORT BACK TO THE BOARD WITHIN 60 DAYS

BODY
WHEREAS, pursuant to Ordinance 03-01, the Board of County Commissioners established a Community Workforce Program which is codified in Section 2-1701 of the Code of Miami-Dade County for the purpose of increasing employment opportunities for residents in traditionally underserved and underdeveloped neighborhoods; and
WHEREAS, a Job Clearinghouse is being used to implement the workforce goals provided in the Community Workforce Program that promotes the hiring of local labor in Designated Target Areas in Miami-Dade County; and
WHEREAS, it is in the best interest of Miami-Dade County to increase job opportunities for residents in these neighborhoods through increased job training and development in the area of construction-related trades; and
WHEREAS, the Florida Venture Foundation, Inc. and the South Florida Workforce Board, Inc. are considered Workforce Development Organizations (WDOs) that provide workforce training, development, education and placement; and
WHEREAS, the Florida Venture Foundation, Inc. (“Florida Venture Foundation”) is a Florida non-profit corporation that provides training, guidance, education, outreach and technical support to small businesses in South Florida; and
WHEREAS, the South Florida Workforce Board, Inc. (“South Florida Workforce”) is a Florida non-profit corporation that is responsible for initiating state and federal funded workforce development programs in Miami-Dade and Monroe counties and it assists employers and job seekers with employment services, labor market information, and provides training for economically disadvantaged adults, youth, dislocated workers, and individuals transitioning from welfare to work,
NOW THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF MIAMI-DADE COUNTY, FLORIDA, that the Board of County Commissioners hereby directs the County Manager to study the feasibility and effectiveness of establishing strategic relationships with the Florida Venture Foundation, the South Florida Workforce and any other similar agency for the purpose of providing a dedicated pool of skilled trade laborers to more effectively implement the County’s Community Workforce and Job Clearinghouse Programs and having these agencies assist County contractors in filling positions posted through the Job Clearinghouse with qualified applicants, and to report back to the Board within 60 days.
