TITLE RESOLUTION URGING THE FLORIDA LEGISLATURE TO DESIGNATE NW 7TH AVENUE FROM NW 35TH STREET TO 79TH STREET AS DR. BARBARA CAREY-SHULER AVENUE BODY WHEREAS, Dr. Barbara Carey-Shuler�s education consists of: Bachelor of Arts in Speech, Master�s Degree in Speech and Communications, Master�s Degree in Guidance, Specialist Degree in Education Administration and Supervision, and a Doctorate in Education; and WHEREAS, Dr. Barbara Carey-Shuler began her career as a county commissioner in 1979. She pressed for police reforms, including minority hiring and police sensitivity training. She was elected again in 1982 and re-elected in 1986, 1996, and 2000. Dr. Barbara Carey-Shuler held the position of Chairwoman of the Board of County Commissioners from 2002-2004, one of the most powerful positions in Miami-Dade County, when she became the first African-American to hold the position in the 60 years of Miami-Dade County governance. She was the first elected official to lead the 13-member Board through its inaugural session exercising the greater legislative powers as approved by the voters of Miami-Dade County in September 2002. She was a strong voice and sought to govern in measured tones for mostly poor inner-city constituents who adored her; and WHEREAS, Dr. Barbara Carey-Shuler�s district included much of the City of Miami, including the communities of Liberty City, Little Haiti, Overtown, the Upper East Side, Allapattah and Wynwood, as well as Miami Shores; and WHEREAS, during her term as Chair, Dr. Barbara Carey-Shuler achieved many of her goals. A highlight of some of her legislative initiatives includes: a proposal to create an Office of Countywide Healthcare Planning, an infill housing ordinance to provide �clean title,� and the initiation of the �No More Stray Bullets� campaign to educate New Year�s Eve and Fourth of July revelers on the dangers of shooting weapons as part of the celebrations; and WHEREAS, some of Dr. Barbara Carey-Shuler�s accomplishments were to pass the set-aside law and affirmative action policy which was argued all the way to the Supreme Court and resulted in creating more jobs and business opportunities for minorities and women than any other economic measure passed by the County Commission; and WHEREAS, Dr. Barbara Carey-Shuler�s national award winning programs are: Partners for Youth Program, Epilepsy Education for Minorities, Afrocentric Enhancement and Self-Esteem Opportunity Program (AESOP); and WHEREAS, Dr. Barbara Carey-Shuler�s awards and honors are: Florida Commission of Vocational Education- Distinguished Service Award, P.U.L.S.E.-outstanding support, Urban League of Greater Miami Community Service Award, Metro Miami Action Plan-gratitude and appreciation, and many more too numerous to mention; and WHEREAS, this proposed designation is located in County Commission District 3, NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF MIAMI-DADE COUNTY, FLORIDA, that this Board: Section 1. Urges the Florida Legislature to designate NW 7th Avenue from NW 35th Street to NW 79th Street as Dr. Barbara Carey-Shuler Avenue. Section 2. Directs the Clerk of the Board to transmit certified copies of the resolution to the Governor, the Senate President, the House Speaker, and the chair and members of the Miami-Dade State Legislative Delegation. Section 3. Directs the County�s state lobbyists to advocate for the passage of the legislation set forth in section 1 and directs the Office of Intergovernmental Affairs to include this item in the 2008 State Legislative Packages. |
