REPORT: | Assistant County Attorney Christian read the foregoing proposed resolution into the record. It was moved by Commissioner Sosa that this proposed resolution be forwarded with a favorable recommendation. This motion was seconded by Commissioner Gimenez. Commissioner Diaz, Gimenez, Sosa, and Chairman Moss asked that they be listed as co-sponsors. Following comments by Chairman Moss regarding Southridge High School’s desire to participate in the Fire Academy program, Commissioner Gimenez asked Assistant County Manager Alina Hudak to ensure that police and fire departments within the various municipalities were involved in this program and that this program was implemented in all areas of the County. Hearing no other questions or comments, the Committee proceeded to vote. | ||||||

TITLE RESOLUTION AUTHORIZING PILOT PROGRAM FOR CREATION OF HIGH SCHOOL ACADEMY OF PUBLIC SAFETY SERVICES TO FACILITATE THE CAREER CHOICE OF HIGH SCHOOL STUDENTS DESIRING TO SERVE AS COUNTY POLICE AND CORRECTIONAL OFFICERS; PROVIDING FOR EMPLOYMENT PREFERENCE; AUTHORIZING MAYOR TO EXECUTE REQUIRED AGREEMENTS AND TO RECOMMEND BUDGETARY FUNDING BODY WHEREAS, Miami-Dade County�s Police Department (MDPD) and Department of Corrections and Rehabilitation (MDCR) have a strong commitment to hire qualified applicants that reflect the diversity of our community; and WHEREAS, Miami-Dade County and Miami-Dade County Public Schools desire to provide senior high school students with an opportunity to obtain career experience in public safety services and to otherwise enhance acquisition of employability skills; and WHEREAS, in recent years the MDPD and MDCR have fallen short of their respective hiring goals despite aggressive and transparent recruitment programs; and WHEREAS, it is anticipated that the aforementioned hiring shortfalls will become even more severe due to the large number of the sworn workforce that will soon become eligible for retirement; and WHEREAS, the Miami-Dade Fire Rescue Department has successfully enhanced recruitment of firefighters by establishing the first sanctioned firefighter high school academy in the State of Florida; and WHEREAS, the Board of County Commissioners desires to duplicate the success of the High School Academy of Fire Rescue in the public safety services of police and corrections, NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF MIAMI-DADE COUNTY, FLORIDA, hereby directs the County Mayor to develop a pilot program for the creation of a High School Academy of Public Safety Services, using the High School Academy of Fire Rescue as a model. The County Mayor or his designee is authorized to execute cooperative agreements with the Miami-Dade County Public Schools in furtherance of this program. The County Mayor or his designee is additionally authorized to establish an employment preference, execute appropriate agreements for academy education, training and accreditation purposes and to recommend budgetary funding for this program as part of the annual budgetary process. |
