REPORT: Commissioner Sorenson requested Section 1 of the foregoing proposed resolution be amended to read: “...all sectors from extremely low income to moderate income families,” in lieu of “very low income to moderate income families”. It was moved by Commissioner Sorenson that the foregoing proposed resolution be adopted as amended. This motion was seconded by Commissioner Rolle, and upon being put to a vote, passed by a vote of 9-0. (Commissioners Heyman, Edmonson, Martinez and Seijas were absent).

TITLE
RESOLUTION DIRECTING THE COUNTY MANAGER TO STUDY THE FEASIBILITY OF ESTABLISHING A LOCAL RENTAL HOUSING ASSISTANCE PROGRAM FOR EXTREMELY LOW INCOME TO MODERATE INCOME FAMILIES RESIDING IN MIAMI-DADE COUNTY

BODY
WHEREAS, families should not spend over 30 percent of their gross income on housing; and
WHEREAS, affordable housing has reached a crisis in our community and communities around the nation; and
WHEREAS, Miami-Dade County is experiencing a crisis in affordable rental housing; and
WHEREAS, Miami-Dade County, through Miami-Dade Housing Agency, receives federal funding from the U.S. Department of Housing and Urban Development to administer the Section 8 Housing Choice Voucher Program (“Section 8”); and
WHEREAS, the Section 8 program has never met the entire need for rent relief in our community as demonstrated by the County’s tenant-based which currently consist of 39,612 families in need of rent relief; and
WHEREAS, as real estate values increase and more rental units are converted into condominiums, affordable rental housing has become increasingly scarce; and
WHEREAS, this Board desires to establish a local rental housing assistance program to ensure that extremely low-income to moderate income families, the elderly, and the disabled in Miami-Dade County can continue to afford decent, safe, and sanitary housing in the private market,
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF MIAMI-DADE COUNTY, FLORIDA: that
Section 1. The County Manager is directed to study the feasibility of establishing a local rental housing assistance program for all sectors from extremely low income to moderate income families residing in Miami-Dade County, especially looking at using some increment of our annual ad valorem revenue increase to fund such a program.
Section 2. The County Manager shall submit a written report to the Board of County Commissioners within ninety (90) days of the effective date of this resolution addressing the feasibility.
