TITLE
RESOLUTION DIRECTING THE COUNTY MANAGER TO OBTAIN AN INDEPENDENT ASSESSMENT STUDY AND REPORT CONCERNING BEACH EROSION CONTROL STRUCTURES IN MIAMI BEACH

BODY
WHEREAS, this Board desires to accomplish the purposes set forth in the accompanying memorandum, a copy of which is incorporated herein by reference; and
WHEREAS, in 2002 Miami-Dade County constructed three breakwater structures in the vicinity of 32nd Street in Miami Beach to address severe erosion in that area; and
WHEREAS, the breakwater structures have benefited the areas behind and to the north of the breakwater structures, but currently there is significant erosion to the south; and
WHEREAS, an independent evaluation of the breakwater structure may provide recommendations for improving the present breakwater structures and independently determine their short and long term benefits or impacts; and
WHEREAS, this Board desires to work together cooperatively with the City of Miami Beach on this breakwater structure issue and other beach erosion control matters,
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF MIAMI-DADE COUNTY, FLORIDA, that this Board hereby directs the County Manager to obtain an independent assessment study and report evaluating the past and anticipated future performance of the 32nd Street Breakwater Structures Project, recommending possible improvements and stating whether or not the project benefits the beach system; said study and report to be performed by a university selected based upon qualifications, experience, and expertise, with preference to local universities.
The foregoing resolution was sponsored by Chairman Bruno A. Barreiro and offered by Commissioner , who moved its adoption. The motion was seconded by Commissioner and upon being put to a vote, the vote was as follows:
