TITLE
RESOLUTION DIRECTING THE COUNTY MANAGER TO REPORT TO THE BOARD OF COUNTY COMMISSIONERS REGARDING THE USE OF INCENTIVE CONTRACTING IN COUNTY CONSTRUCTION PROJECTS

BODY
WHEREAS, on July 6, 2006, this Board adopted Resolution R-1035-06, directing the County Manager to make appropriate recommendations to the Board with respect to the use of bonuses and incentives in County construction contracting; and
WHEREAS, in response to the resolution, on April 6, 2007, the County Manager made a written report to the Board concerning bonuses and incentives in County construction contracting (the �Report�); and
WHEREAS, the Report describes various methods of incentive contracting currently being used by the Florida Department of Transportation, and others, to improve contracting time, including lane rentals, A+B Bidding, liquidated savings, incentive/disincentive bidding and no excuse bonuses; and
WHEREAS, the Report concludes that incentive contracting is appropriate in some instances and not others; and
WHEREAS, the Report recommends that incentive contracting be considered on all projects where timely completion is essential or represents a real value to the citizens of the County and by those Departments with the qualifications and expertise to manage those contracts,


NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF MIAMI-DADE COUNTY, FLORIDA, that the County Manager is hereby directed to report to the Board within ninety days (90) of the adoption of this resolution the specific measures taken to implement the recommendation, the contracts in which incentive measures have been included, and the results of any such measure.
