TITLE
RESOLUTION URGING THE FLORIDA LEGISLATURE TO EXPRESSLY INCLUDE IN THE ''FLORIDA OPPORTUNITY FUND'' VENTURE CAPITAL FIRMS THAT ARE DEVELOPING ALTERNATIVE AND RENEWABLE ENERGY SOURCES AND TRANSPORTATION FUELS

BODY
WHEREAS, Miami-Dade has established programs and policies designed to assist in the rapid development of a local alternative energy industry; and
WHEREAS, the State of Florida encourages the research and development of alternative and renewable energy through grants, tax exemptions, rebates, and other incentives; and
WHEREAS, during the 2007 regular session, the Florida Legislature passed HB 83, the "Florida Capital Formation Act," which created the "Florida Opportunity Fund"; and
WHEREAS, the "Florida Opportunity Fund" is a matching fund to encourage venture capital investment in firms working in areas including but not limited to life sciences, information technology, advanced manufacturing processes, aviation, aerospace, homeland security and defense; and
WHEREAS, Governor Crist has called for the State of Florida to rapidly employ renewable energy and has called for renewable fuels to comprise twenty percent (20%) of our energy mix; and
WHEREAS, this Board applauds the Governor's response to climate change and the emphasis by his administration and the Legislature on alternative energy opportunities in Florida; and
WHEREAS, expressly including in the "Florida Opportunity Fund" venture capital firms that are developing alternative and renewable energy, such as solar, ocean current, and wind energy, and alternative and renewable transportation fuels, such as biodiesel, ethanol, and butanol made from Florida crops and byproducts, would serve both the environmental and economic development interests of the State of Florida,
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF MIAMI-DADE COUNTY, FLORIDA, that this Board:
Section 1. Urges the Florida Legislature to expressly include in the "Florida Opportunity Fund" venture capital firms that are developing alternative and renewable energy sources and transportation fuels.
Section 2. Directs the Clerk of the Board to transmit certified copies of the resolution to the Governor, Commissioner of Agriculture and Consumer Services, Senate President, House Speaker, and Chair and Members of the Miami-Dade State Legislative Delegation.
Section 3. Directs the County's state lobbyists to advocate for the issue identified in section 1 above, and directs the Office of Intergovernmental Affairs to include this item in the 2008 state legislative package.
