TITLE
RESOLUTION DECLARING THE MONTH OF FEBRUARY BEGINNING IN FEBRUARY 2009 AND EACH YEAR THEREAFTER AS HEART MONTH IN MIAMI-DADE COUNTY; DIRECTING THE MAYOR OR DESIGNEE TO PREPARE A PLAN, WORKING WITH JACKSON HEALTH SYSTEM AND OTHER HOSPITALS IN MIAMI-DADE COUNTY, FOR A PUBLIC INFORMATION AND EDUCATIONAL CAMPAIGN, EVENTS AND ACTIVITIES DURING HEART MONTH IN MIAMI-DADE COUNTY EACH FEBRUARY TO INCREASE AWARENESS OF HEART DISEASE

BODY
WHEREAS, although heart disease is sometimes thought of as a "man's disease," it is the leading cause of death for both women and men in the United States; and
WHEREAS, the most common heart disease in the United States is coronary heart disease, which often appears as a heart attack; and
WHEREAS, in 2008, an estimated 770,000 Americans will have a new coronary attack, and about 430,000 will have a recurrent attack; and
WHEREAS, about once every 26 seconds, an American will have a coronary event, and about once every minute an American will die from one; and
WHEREAS, the chance of developing coronary heart disease can be reduced by taking steps to prevent and control factors that put people at greater risk; and
WHEREAS, by exercising regularly, avoiding tobacco, limiting consumption of alcohol, following a nutritious diet, and monitoring high blood cholesterol and high blood pressure, we all can work to decrease the chances of developing cardiovascular disease; and
WHEREAS, knowing the signs and symptoms of heart attack are crucial to the most positive outcomes after having a heart attack; and
WHEREAS, according to the Archives of Internal Medicine, most heart attack patients wait more than 2 hours before seeking emergency care, primarily because they do not recognize the symptoms of a heart attack; and
WHEREAS, delayed awareness of the onset of a heart attack means that only one in five heart attack victims gets to the hospital quickly enough to benefit from life-saving medical treatments; and
WHEREAS, people who have survived a heart attack can also work to reduce their risk of another heart attack or a stroke in the future,
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF MIAMI-DADE COUNTY, FLORIDA, that this Board:
Section 1. Declares the month of February beginning in February, 2009 and each year thereafter as Heart Month in Miami-Dade County.
Section 2. Directs the Mayor or designee to prepare a plan, working with Jackson Health System and other hospitals in Miami-Dade County, for a public information and educational campaign, including events and activities, during Heart Month in Miami-Dade County each February to increase awareness of heart disease, ways to prevent and reduce the risks associated with heart disease, how to identify the warning signs and symptoms of a heart attack, and how to respond to a heart attack.
Section 3. Directs the Mayor or designee to provide such plan to this Board for approval within 120 days of the effective date of this resolution.
