REPORT: Commissioner Martinez asked to be added as a co-sponsor to this resolution. Commissioner Moss clarified this resolution differed from the initial resolution, which focused on the Florida Marlins. He noted this would bring in Miami-Dade Big League Baseball semi-pro teams and any other minor or spring training teams available, which were additional reasons to renovate the Homestead Baseball Complex. Commissioner Martinez suggested a sunshine meeting be scheduled as soon as possible to discuss using Convention Development Tax (CDT) funds to pay for the renovations. He stated he felt the County had a great opportunity to encompass players countywide with Major League Baseball. Commissioner Diaz asked to be added as a co-sponsor to this resolution. He advised the Sports Commission was exploring all resources to support this project. Following Commissioner Martinez’ suggestion for amendments to include a timeline and a cost appraisal of the renovations in this study, the Board adopted the foregoing proposed resolution as amended to require that the feasibility study report be submitted within 120 days and that the County Appraiser’s Office be involved in this process.

TITLE

RESOLUTION AMENDING RESOLUTION NO. R-741-07 TO RESCIND PRIOR DIRECTION TO COUNTY MAYOR RELATED TO HOMESTEAD BASEBALL COMPLEX AND FLORIDA MARLINS; AND REQUESTING COUNTY MAYOR OR HIS DESIGNEE TO CONSULT WITH CITY OF HOMESTEAD, FLORIDA MARLINS, LP, AND MAJOR LEAGUE BASEBALL TO STUDY FEASIBILITY OF RENOVATING HOMESTEAD BASEBALL COMPLEX, AS NECESSARY, FOR USE BY MIAMI-DADE BIG LEAGUE BASEBALL, INC. AND A MAJOR LEAGUE BASEBALL SPRING TRAINING TEAM OR A MINOR LEAGUE BASEBALL TEAM

WHEREAS, the County, the City of Miami, the Florida Marlins, LP (the "Marlins"), and Major League Baseball ("MLB") currently are negotiating an agreement for the development of a new ballpark for the Marlins (the "Baseball Stadium Agreement"); and
WHEREAS, on June 5, 2007, this Board adopted Resolution No. R-741-07 directing the Mayor or his designee to include among the terms to be negotiated for inclusion in the Baseball Stadium Agreement an agreement by the Marlins to play its spring season games at the Homestead Baseball Complex; and
WHEREAS, this Board desires to amend Resolution No. R-741-07 to rescind such direction; and
WHEREAS, notwithstanding any ongoing negotiations or the execution of the Baseball Stadium Agreement, this Board desires to request the Mayor or his designee to consult with the City of Homestead, the Marlins and MLB to study the feasibility of renovating the Homestead Baseball Complex, as necessary, for use by Miami-Dade Big League Baseball, Inc., a Florida non-profit (the "Big League"), for the purpose of promoting baseball programs, tournaments and championships for young adults 18 years of age or older; and
WHEREAS, the feasibility study shall also include the use of the Homestead Baseball Complex by a major league baseball spring training team or a minor-league baseball team in addition to its use by Big League,
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF MIAMI-DADE COUNTY, FLORIDA, that:
Section 1. The foregoing recitals are incorporated in this resolution and are approved.
Section 2. This Board hereby amends Resolution No. R-741-07 to rescind its direction to the Mayor or his designee to include among the terms to be negotiated for inclusion in the Baseball Stadium Agreement an agreement by the Marlins to play its spring season games at the Homestead Baseball Complex.
Section 3. This Board hereby requests that, notwithstanding any ongoing negotiations or the execution of the Baseball Stadium Agreement, the County Mayor or his designee consult with the City of Homestead, the Marlins and MLB to study the feasibility of renovating the Homestead Baseball Complex, as necessary, for use by the Big League along with either a major league baseball spring training team or a minor-league baseball team. The feasibility study shall include an appraisal of the costs necessary to renovate the Homestead Baseball Complex for the foregoing uses. The County Mayor or his designee shall present the feasibility study, including the appraisal, to this Board within one hundred twenty (120) days from the effective date of this resolution.
