REPORT: Chairman Barreiro explained the only way to make budget priorities would be by tabulating the commissioners’ top 20 priorities. He noted 22 proposed priorities had three or more commissioners that listed them as priorities. Commissioner Sosa noted alternative funding for the Miami-Dade Fire Rescue Department should be a budget priority. In response to Commissioner Heyman’s concern regarding priorities that were not included in the 22 Commission budget priorities, Chairman Barreiro noted each Commissioner could individually address budget priorities with the County Manager throughout the budget process. He encouraged each Commissioner to meet with the County Manager to discuss their individual budget priorities. Hearing no other questions or comments, it was moved by Commissioner Diaz that the County Commission adopt the 22 budget priorities from the matrix that three or more commissioners selected as budget priorities. This motion was seconded by Commissioner Gimenez, and upon being put to a vote, passed by a vote of 12-0 (Commissioner Souto was absent).

REPORT: Chairman Barreiro pointed out the Commission Auditor prepared a matrix of the budget priorities submitted by the Commission Committees and individual commissioners. He asked each commissioner to select their top 20 budget priorities from the matrix, and then submit those priorities to the Clerk of the Board. Commissioner Seijas expressed concern that commissioners were not given sufficient time to evaluate and respond to the Commission Auditor’s matrix. In response to Commissioner Sosa’s concern that the Commission Auditor did not provide the matrix to commissioners before today (4/22), Chairman Barreiro clarified he was responsible for the matrix not being provided to commissioners before today. He noted the County Commission could discuss the budget priorities on April 24, 2008. Commissioner Gimenez suggested the County Commission identify what budget priorities were critical. The foregoing item was deferred to the County Commission meeting scheduled for May 6, 2008.

REPORT: Chairman Barreiro asked for the deferral of the foregoing miscellaneous item to the April 22, 2008, Board meeting. Hearing no further questions or comments, the Board proceeded to vote to defer the foregoing item along with 16B1 Supplement, Supplement #2, and Supplement #3 as requested by Chairman Barreiro.
