REPORT: Chairman Barreiro and Commissioners Moss, Jordan, and Gimenez asked to be added as co-sponsors to this resolution Commissioner Seijas expressed concern with including the International Trade Consortium (ITC) in the direction given to the County Mayor to work with relief organizations. She noted the ITC should not be involved because this was not the ITC’s mission, and the County did not have funding to support working with the ITC. Assistant County Manager Susanne Torriente noted the ITC was recommended based on their expertise provided in the 2005 hurricane relief efforts. Vice Chairwoman Jordan offered an amendment to include the ITC for logistical support only. Following Commissioner Seijas comments that she was willing to support this resolution provided the ITC was removed, Vice Chairwoman Jordan noted she had no problem with removing the ITC from this item, as long as the job was done by an appropriate organization. It was moved by Commissioner Jordan that the foregoing proposed resolution be adopted as amended to delete the following language “including the International Trade Consortium” from the first paragraph, second line, on handwritten page 4. This motion was seconded by Commissioner Seijas, and upon being put to a vote, passed by a vote of 7-0 (Commissioners Souto, Martinez, Rolle, Sorenson, Edmonson and Diaz were absent). The amended version has been assigned Resolution No. R-565-08.

TITLE
RESOLUTION DIRECTING THE COUNTY MAYOR TO START A FOOD RELIEF DRIVE FOR HAITI; ENCOURAGING ALL COUNTY EMPLOYEES AND CITIZENS OF MIAMI-DADE COUNTY TO DONATE FOOD TO THE HAITIAN FOOD RELIEF DRIVE; AND DIRECTING THE MAYOR TO PARTNER WITH OTHER AGENCIES IN CARRYING OUT THE FOOD RELIEF DRIVE

BODY
WHEREAS, Haiti faces a ‘major crisis’ if international donors fail to provide urgent aid to help feed its poor and according to the World Food Drive figures, 66 percent of Haitians live on less than $1 a day and 47 percent are undernourished; and
WHEREAS, Haiti was among a number of poor nations struck by food riots as prices for rice, beans, flour and other staples skyrocketed due to rising demand in Asia, diversion of food crops for biofuels, bad weather and market speculation; and
WHEREAS, The U.N. Food and Agriculture Organization has said that high food prices in Haiti and the rest of the developing world are unlikely to subside anytime soon; and
WHEREAS, in recent weeks deadly food riots have erupted in Haiti in response to food shortages and its citizens have been reduced to eating “mud cakes”; and
WHEREAS, in light of the dire circumstances being faced by our neighbors in Haiti it is incumbent upon this County to offer assistance,
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF MIAMI-DADE COUNTY, FLORIDA, that this Board directs the County Mayor to create an emergency food relief drive for the people of Haiti. All County employees and citizens of Miami-Dade County are encouraged to support and participate in the food relief drive by donating food. The Mayor is also directed to work and partner with relief organizations, including the International Trade Consortium (ITC), in carrying out this drive.
