TITLE RESOLUTION APPROVING THE STATE DESIGNATION OF S.W. 8TH STREET BETWEEN 107 AVENUE AND 117 AVENUE AT THE FLORIDA TURNPIKE AS ''DR. JOSE A. MARQUES BOULEVARD'' PURSUANT TO SB 1604; JOINING THE LEGISLATURE IN URGING THE GOVERNOR TO SIGN SB 1604 INTO LAW; DIRECTING COUNTY ADMINISTRATION TO ERECT APPROPRIATE SIGNAGE BODY WHEREAS, during the 2008 regular session, the Florida Legislature passed CS/SB 1604, which among other road designations, designates S.W. 8th Street between 107 Avenue and 117 Avenue at the Florida Turnpike as ''Dr. Jose A. Marques Boulevard''; and WHEREAS, Dr. Jose A. Marques was an attorney, a professor and founding member of the criminal justice program at Florida International University and a mentor to countless police officers in our community; and WHEREAS, Marques was born in Cabaigu�n, Cuba, in 1934; and WHEREAS, he was married to his wife, Amalia "Teresita" Marques, for 48 years, and had two sons, Javier Ignacio and Jose A. Marques, Jr., and three grandchildren, Natalie, Adrian and Cristina; and WHEREAS, Marques received a law degree from the University of Havana and studied at universities in the U.S., including Barry University, the University of Miami, the University of Michigan, and Georgetown University; and WHEREAS, Marques worked as a corporate lawyer in Cuba before bringing Amalia, and his oldest son, Jose A. Marques Jr., to Miami in 1960; and WHEREAS, Marques got a master's degree in social work from Barry University before going on to teach at Florida International University in 1973 and help start the criminal justice program; and WHEREAS, at FIU, Marques started a field internship program to give students a chance to work with criminal justice agencies, from the court system and police to the corrections department, and also served as President of FIU�s Faculty Senate; and WHEREAS, Marques was director of the field internship program when he retired from FIU in 2003; and WHEREAS, Marques was Chairman of the Florida Board of Correctional Education, having been first appointed to the Board by Governor Bob Graham, and subsequently reappointed by both Governors Robert �Bob� Martinez and Lawton Chiles; and WHEREAS, Marques also served on other boards, including the Executive Board of the Citizens' Crime Watch of Miami-Dade County and the board of the Dade-Miami Criminal Justice Council; and WHEREAS, Marques passed away on Saturday, January 12, 2008; and WHEREAS, as a lasting legacy of Marques� service to this community, CS/SB 1604 designates S.W. 8th Street between 107 Avenue and 117 Avenue at the Florida Turnpike as ''Dr. Jose A. Marques Boulevard''; and WHEREAS, CS/SB 1604 is now pending transmittal to the Governor, who will have 15�days from the date of transmittal to act on the bill; and WHEREAS, section 334.071, Florida Statutes, provides that the installation of road designation signs shall be contingent on the applicable county or city commission passing a resolution in support of the particular honorary road designation; and WHEREAS, before the Florida Department of Transportation will install signs reflecting the �Dr. Jose A. Marques Boulevard� road designation, this Board will need to pass a resolution approving the road designation, NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF MIAMI-DADE COUNTY, FLORIDA, that this Board: Section 1. Approves the state designation of S.W. 8th Street between 107 Avenue and 117 Avenue at the Florida Turnpike as ''Dr. Jose A. Marques Boulevard.'' Section 2. Joins the Florida Legislature in urging Governor Charlie Crist to sign CS/SB 1604 into law. Section 3. Directs the Clerk of the Board to transmit certified copies of this resolution to the Governor, the Chair and Members of the Miami-Dade State Legislative Delegation, and the Secretary of the Florida Department of Transportation. Section 4. Directs the County's state lobbyists to advocate the Governor to sign CS/SB 1604 into law, and directs the Office of Intergovernmental Affairs to include this item in the 2008 state legislative package. Section 5. Directs the County Administration to erect signage at all intersections and on all streets, including street signs on mast arms, intersecting S.W. 8th Street between 107 Avenue and 117 Avenue at the Florida Turnpike identifying this portion of S.W. 8th Street as ''Dr. Jose A. Marques Boulevard.'' |
