REPORT: | Assistant County Attorney Mandana Dashtaki requested that scrivener’s errors existing in the amount in the first “WHEREAS” clause be corrected to read $72,409.00, rather than $69,959.00; and, (2) in the amount in the “NOW THEREFORE” clause be corrected to read $17,938.17, rather than $17,000. Commissioner Heyman asked the County Manager to create a policy determining the eligibility for Community-Based Organizations (CBOs) to access/receive a remainder of recaptured unallocated Discretionary CBO funding from the General Fund. In addition, she asked that criteria for unfunded countywide services be established based on existing budgets. The Board adopted the foregoing proposed resolution as amended to correct a scrivener's error to the first Whereas clause to reflect "$72,409.00" instead of $69,959.00; and in the Now, Therefore, paragraph to reflect "$17,930.17" instead of $17,000 to the Roots in the City, Inc. | ||||||

REPORT: | Following Commissioner Heyman’s request, Assistant County Attorney Rizo asked that a scrivener’s error existing in the first “Whereas” clause be corrected to reflect the amount as $72,409 rather than $69,959.00; and that a second scrivener’s error existing in the “Now Therefore” clause be corrected to reflect the allocation to “Roots in the City, Inc.” as $17,930.17, rather than $17,000. Commissioner Heyman noted with these corrections, a balance of $4,479 remained, and asked that this resolution be amended to allocate that remaining balance to Stop Hunger, Inc. Vice Chairwoman Jordan requested this item remain on the Pull List for further discussion. NOTE: The foregoing resolution was carried over to July 3, 2008 for further discussion. | ||||||

REPORT: | Assistant County Attorney Jess McCarty read the foregoing proposed resolution into the record. Commissioner Sorenson questioned how Roots in the City, Inc. would pay its water bills in the future. Special Assistant to the County Manager Jennifer Glazer-Moon explained this proposed allocation to Roots in the City would pay old water bills from the time Roots in the City was watering landscaping on County property and would not be a recurring expense. She noted the County was developing strategies for sustainable vegetation in those areas Roots in the City had maintained. Discussion ensued among Chairman Martinez, Commissioner Sorenson, and Special Assistant Glazer-Moon regarding how the County accessed Fiscal Year 2007-2008 Unallocated General Fund Discretionary Community-Based Organization Funding. Commissioner Sorenson expressed concern regarding the County using a first come, first serve basis to access funding during this tight budget year. Chairman Martinez noted Commissioner Sorenson could propose a process for accessing these funds. Hearing no other questions or comments, the Commission proceeded to vote. | ||||||

TITLE RESOLUTION APPROVING THE ALLOCATION OF FY 2007-2008 UNALLOCATED GENERAL FUND DISCRETIONARY COMMUNITY-BASED ORGANIZATION FUNDING IN THE AMOUNTS OF $17,930.17 TO ROOTS IN THE CITY, INC. AND $25,000 TO CURLEY�S HOUSE OF STYLE, INC.; AND AUTHORIZING THE MAYOR OR HIS DESIGNEE TO EXECUTE AGREEMENTS AND AMENDMENTS TO THE AGREEMENTS NECESSARY TO EFFECTUATE THE ALLOCATIONS FOR AND ON BEHALF OF MIAMI-DADE COUNTY BODY WHEREAS, there is $69,959.00 of Unallocated General Fund Discretionary Community-Based Organization (�CBO�) Funding for Fiscal Year 2007-2008; and WHEREAS, this Board desires to fully allocate all monies made available for CBOs; and WHEREAS, Roots in the City, Inc. (�Roots�) and Curley�s House of Style, Inc. (�Curley�s�) are two important non-profit CBOs that will benefit from this allocation of funds; and WHEREAS, Roots is a non-profit small business located in Overtown whose mission is urban beautification using a workforce of previously unemployed or hard-to-employ residents of neighborhoods in which Roots performs its work; and WHEREAS, for the past fifteen years Roots has maintained County-owned vacant lots in the Overtown community; and WHEREAS, in 1998, Roots established a community garden at NW Third Avenue and Fourteenth Street along I-395; and WHEREAS, Roots created the community garden to help transform the depressed urban landscape and to provide beauty, environmental benefits and community service to the County; and WHEREAS, Roots has two sprinkler accounts with the Miami-Dade Water and Sewer Department for purposes of maintaining the community garden and other County-owned vacant lots; and WHEREAS, Roots' water bills were previously paid by grants from the City of Miami Community Redevelopment Agency and Florida International University; and WHEREAS, Roots has not received any grants for payment of the water bills for several years; and WHEREAS, the past-due amount for the sprinkler accounts is $17,930.17; and WHEREAS, this Board desires that the County make a one-time allocation of $17,930.17 from the unallocated General Fund Discretionary CBO Funding to pay for the past-due amount for the sprinkler accounts; and WHEREAS, Curley�s is a grassroots 501(c)(3) non-profit organization established in August 2001 with a mission to improve the quality of life for low to moderate income families, elderly, youth, the abused, and HIV/AIDS infected individuals; and WHEREAS, Curley�s provides bulk food products to County residents who are in need; and WHEREAS, since its incorporation in 2000, Curley�s has fed and clothed several thousand of the County�s neediest individuals and families. Approximately 1,000 clients are served weekly with the provision of bulk food products, informational flyers on diabetes and high blood pressure, as well as job availability and financial literacy seminars; and WHEREAS, the organization is faced with serious food shortages, impeding its ability to provide food to the County�s residents who are in need; and WHEREAS, an allocation of $25,000 from the unallocated General Fund Discretionary CBO Funding will enable Curley�s to continue to serve individuals and families throughout the County, NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF MIAMI-DADE COUNTY, FLORIDA, that this Board approves the allocation of FY 2007-2008 unallocated General Fund Discretionary CBO funding as follows: a one-time allocation of $17,000 to Roots in the City, Inc. and an allocation of $25,000 to Curley�s House of Style, Inc.; and authorizes the Mayor or his designee to execute agreements and amendments to the agreements necessary to effectuate the allocations for and on behalf of Miami-Dade County. |
