REPORT: | Assistant County Attorney Jess McCarty read the foregoing proposed resolution into the record. It was moved by Commissioner Diaz that this proposed resolution be forwarded to the County Commission with a favorable recommendation. This motion was seconded by Commissioner Sosa. Commissioner Moss explained this proposed resolution would provide the County Administration the option to negotiate with the United States of America (USA) if additional land was needed for general military operations. Commissioner Diaz spoke in support of the County Administration using a Request for Proposals (RFP) to provide turn-key housing for military personnel. Responding to Commissioner Sorenson’s comments regarding decreased housing prices in the Homestead area, Commissioner Diaz clarified he was speaking of rental housing. Hearing no other questions or comments, the Committee proceeded to vote. Chairman Martinez noted he would prepare a memorandum requesting that Chairman Barreiro waive the Board's Rules and Procedures to allow this proposed resolution to be considered at the June 17, 2008, County Commission Meeting. | ||||||

TITLE RESOLUTION AUTHORIZING THE COUNTY MAYOR OR HIS DESIGNEE TO NEGOTIATE A LEASE WITH THE UNITED STATES OF AMERICA FOR COUNTY-OWNED LAND AND BUILDING ADJACENT TO THE HOMESTEAD AIR RESERVE BASE (HARB) AT THE WEST END OF BIKINI DRIVE; AUTHORIZING THE MAYOR OR HIS DESIGNEE TO EXECUTE THE LEASE AND EXERCISE ANY AND ALL RIGHTS CONFERRED THEREIN BODY WHEREAS, the County is satisfied that the United States of America requires the County-owned property for such use and the property is not otherwise needed for County purposes; and WHEREAS, the lease of the property to United States of America for said purposes is consistent with the requirements and terms of the Economic Development Conveyance Agreement entered into between the United States and Miami-Dade County which provided for the conveyance of the property to the County and all other documents governing the use of the property, NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF MIAMI-DADE COUNTY, FLORIDA, that this Board hereby authorizes the County Mayor or his designee to negotiate a lease with the United States of America for use by its Special Operations Command South (SOCSOUTH) unit of the Southern Command (SOUTHCOM) of the U.S. Military for the purpose of general operations on County-owned land and building adjacent to the Homestead Air Reserve Base at the west end of Bikini Drive. In order to accommodate growth in operations and an increase in personnel, said lease may also grant to the United States of America an option to lease other buildings and land located to the east of the subject premises south of Bikini Blvd.; authorizing the Mayor or his designee to execute the lease and to exercise any and all rights conferred therein. |
