REPORT: | Commissioner Seijas commented that she had discovered banks were placing foreclosed homes on the market for sale with notices to potential buyers that they would be responsible for complying with any code violations existing on the property. She advised that she sponsored a forthcoming ordinance requiring banks to bring foreclosed homes up to code prior to placing them on the market for sale. There being no further questions or comments, the Board proceeded to vote. | ||||||

REPORT: | Assistant County Attorney Shannon Summerset read the foregoing proposed resolution into the record. Commissioner Jordan explained the intent of this proposed resolution. It was moved by Commissioner Jordan that the Committee forward this proposed resolution as presented. Chairwoman Edmonson seconded this motion. Commissioner Moss offered an amendment to add language to state that “the County Mayor or his designee should actively pursue funds and identify programming and resources where funds are not currently available.” In addition, Commissioner Jordan noted she also asked staff to prepare appropriate legislation that should be coming forth soon to review how the County could use its own resources in terms of buying and refurbishing foreclosed homes in Miami-Dade County. Following discussion among Committee members, the Committee forwarded this proposed resolution as amended to add the language, “the County Mayor or his designee should actively pursue funds and identify programming and resources where funds are not currently available,” as proposed by Commissioner Moss. | ||||||

TITLE RESOLUTION DIRECTING THE MAYOR OR HIS DESIGNEE TO DEVELOP A PLAN THAT UTILIZES FEDERAL GOVERNMENT GRANTS AND OTHER APPLICABLE FUNDING SOURCES TO BUY AND REFURBISH FORECLOSED HOMES IN MIAMI-DADE COUNTY WITHIN SIXTY (60) DAYS BODY WHEREAS, the current mortgage foreclosure crisis results in the creation of numerous vacant, unrepaired, foreclosed upon homes in Miami-Dade County (the �County�); and WHEREAS, such vacant and abandoned homes cause a blight upon the neighborhoods in which they exist; and WHEREAS, the need for affordable housing in the County is critical, and any financial means or assistance to refurbish and return to use these vacant foreclosed homes, as well as assistance to preserve and maintain homeownership for owner occupied households who are facing foreclosure, will help stabilize these neighborhoods while addressing and reducing the need for affordable housing; and WHEREAS, federal grants and other funding sources are available for the purpose of acquiring and refurbishing foreclosed homes, and assisting homeowners facing foreclosures in bringing their mortgages completely up to date, NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF MIAMI-DADE COUNTY, FLORIDA, that the Mayor or his designee is directed to develop a plan to apply for and obtain grants from the federal government as well as other allowable funding 1 >>sources 12 and actively pursue funds and identify programming and resources where funds are not currently available,<< with the purpose of buying and refurbishing homes in Miami-Dade County that have been foreclosed upon or otherwise abandoned, and assisting homeowners facing forecloses in bringing their mortgages up to date. The plan should be prepared and presented to this Board of County Commissioners within sixty (60) days of the date of this resolution. 1 Committee amendments are indicated as follows: words within double brackets are deleted,words within double arrows are underlined are added. |
