TITLE
RESOLUTION DIRECTING THE MAYOR OR DESIGNEE TO ENTER MIAMI-DADE COUNTY INTO TWO NATIONAL ASSOCIATION OF COUNTIES� NATIONAL GREEN COMPETITIONS THAT BEGIN JULY 1, 2008, THE �DRIVE $MARTER CHALLENGE� AND THE �CHANGE THE WORLD, START WITH ENERGY STAR� CAMPAIGNS; DIRECTING THE MAYOR OR DESIGNEE TO PROMOTE AND ACTIVELY ENCOURAGE MIAMI-DADE COUNTY RESIDENTS AND EMPLOYEES TO PARTICIPATE IN THESE PROGRAMS

WHEREAS, NACo is sponsoring two national competitions for county governments beginning July 1, 2008 and running through November 30, 2008 related to conserving energy; and
WHEREAS, in the �Drive $marter Challenge�, counties encourage residents and employees to educate themselves on how to reduce gasoline use by keeping their cars in good working order, driving less, and driving more fuel efficiently; and
WHEREAS, in the �Change the World, Start With �Energy Star�� Campaign, counties collect pledges from residents and employees to change at least one light in their home to an energy-efficient one, and to choose other actions they can take to help save energy, such as power managing computers, choosing �Energy Star� appliances, and properly programming their thermostats; and
WHEREAS, at the conclusion of the competitions three winning counties for each campaign, one small, one medium, and one large, will be determined based upon the percent of county residents and employees that participated; and

WHEREAS, winning counties will receive recognition and awards at NACo�s 2009 Legislative Conference in Washington, DC, and will receive 1,000 free compact fluorescent light bulbs from Office Depot that use less electricity or 1,000 free bottles of fuel additive/cleaners from AutoZone that help vehicles run more fuel-efficiently; and
WHEREAS, by participating in these competitions Miami-Dade County can encourage County residents and employees be more environmentally friendly and save money at a time when rising fuel prices, the economy and the environment are concerns for everyone,
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF MIAMI-DADE COUNTY, FLORIDA, that this Board:
Section 1. Directs the Mayor or designee to enter Miami-Dade County into two National Association of Counties green competitions for county governments beginning July 1, 2008, the �Drive $marter Challenge� and the �Change the World, Start With �Energy Star�� Campaigns.
Section 2. Directs the Mayor or designee to promote and actively encourage MiamiDade County residents and employees to voluntarily participate in these competitions.
Section 3. Directs the Mayor or designee to report back to this Board once per month on efforts undertaken and outcomes achieved related to these two competitions beginning July 1 and running through the end of the two competitions on November 30, including a report after the conclusion of the two competitions.
