TITLE

RESOLUTION DIRECTING THE COUNTY MAYOR OR COUNTY MAYOR’S DESIGNEE TO ESTABLISH A CAMPAIGN PROMOTING AND REQUESTING DONATIONS FROM MIAMI-DADE COUNTY EMPLOYEES TO THE PARKS FOUNDATION OF MIAMI-DADE, INC., A NOT-FOR-PROFIT ORGANIZATION THAT PROVIDES FINANCIAL SUPPORT TO THE MIAMI-DADE COUNTY PARK AND RECREATION DEPARTMENT, AND FURTHER DIRECTING THE COUNTY MAYOR OR MAYOR’S DESIGNEE TO ESTABLISH A SYSTEM BY WHICH SUCH DONATIONS CAN BE COLLECTED BY DIRECT DEPOSIT

BODY

WHEREAS, the Miami-Dade Park and Recreation Department (“MDPR”) receives approximately 62 percent of its funding from property taxes; and
WHEREAS, growth in property tax revenue will be virtually flat for fiscal year 2008-2009 due to actions of the State Legislature, voter-approved constitutional changes that provided property tax relief, and impacts of the economy on the housing market; and
WHEREAS, MDPR seeks to provide recreational services for all citizens of the County; and
WHEREAS, MDPR’s summer camp registers approximately 11,000 children in 52 parks Countywide, and the after-school program registers 3,500 children yearly, including children with disabilities, in 43 parks countywide; and
WHEREAS, flat property tax revenue growth has resulted in MDPR increasingly resorting to a fee-based system, which leaves many economically disadvantaged families unable to afford MDPR programs without financial assistance; and
WHEREAS, the Parks Foundation of Miami-Dade, Inc. (the “Foundation”), was established in 2004 with the mission of providing independent funding resources to MDPR; and
WHEREAS, the Foundation is currently encouraging private organizations and the public at large to invest in our community’s future by donating funds to the Foundation to help support MDPR programs; and
WHEREAS, County employees have a long history of generously contributing to disadvantaged residents of the County, and have assisted both County residents and residents of other counties, states and nations during natural disasters and other times when people have been in need; and
WHEREAS, payroll deduction could provide County employees an easy way to support the Foundation and MDPR programs,
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF MIAMI-DADE COUNTY, FLORIDA, that the County Mayor or Mayor’s designee is hereby directed to establish a campaign requesting and promoting donations from County employees to the Foundation, and to provide a system whereby employees have the ability to donate to the Foundation through direct deposit from their payroll. The fundraising campaign should be targeted at providing children’s programming, sports equipment and scholarships for after-school and summer programs, and other capital and programmatic giving opportunities as detailed in MDPR’s Adopt-A-Park program. Funding for the fundraising campaign may be taken from the District 8 carryover office funds in the amount of $10,000. If the entire amount is not used for the fundraising campaign, any balance shall go directly to the Foundation for after-school and summer camp scholarships.
